This is an informational report B.1".d r~o C~u?:lcil action .is
required. The purpose of thiD report is to advise Council Oll the
status of the present and tuture electric underground projects.
It also discusses st~ffts plan to ~ork jointly with Pacific Bell
and the California Public Utilities commission (CPUC) to revise
the CPUCls current policies and quidelines on undergrounding.
Ba!:kgroynd
The City began undergrounding overhead facilities along major
roadways primarily for aesthetic reasons. Since then, staff has
learned that it is 6 better use of limited funds to replace old,
deteriorated, unsafe ovarheaa equipment yith a new underground
system, rather than replace good overhead equipment with a new
underqround system where the benefits were aesthetic only. In
1983 1 the City Council adopted Rule and Regul~ticn No. 18 (copy
attached) chanqing the priority of the order in which overhead
facilitiez are undergrounded. Detoriorated rear-lot easement
pole lines became a second priority to overhead lines 410nq
streets or roads ~here major construction takes place. Table I
below sho~s the past, present an~ the proposed priorities on
undergroundinq.

Pacific Bell's current Position and its Impact
In 1987, Pacific Bell informed the City ~hat they v~uld
partiCipate in underqround projects only if the area proposed £or
und_erqrounc5inq meets th-e criteria aet forth by the Cal ifronil!l
Public Otilitias CO~~i55ion's (CPUC) Tariff Schedule No~ A2, Rule
32 {tariffl. copy attached.
The CYJC tariff requires Pacific Bell to focus exclusively on:
eliminatinq heavy concentrations of overhead facilities:
areas of heavy vehicle or pedestrian traffic;
are~s of scenic interest.
consequently the City, in the int€r~st of continuing the
undergrounding program, has focused itB underqround ccnversion
projects in the downtown commercial areas where there are
axtensive telephone cabl~ facilities.
The City's priorities are to replace deteriorated ovez'head
facilities, since they are expensive to rebuild or maintain and
reqyire constant tree trimming. DUe to the contrary nature of
rules under which the City and Pacific Sell operate, end because
of Pacific ~11's strict adherence to the tariff, the City has
been unable (until recently) to initiate underground conversion
projects in residential areas ~here the deteriorating overhead
electric lines are located along rear easements.
In November 1992, staff held a meeting ~ith Pacific Bell to
discuss the prospects of ~ndergroundinq the southqate subdivision
,(poles are alonq re&r lot easements and are aeverely
deteriorated~) This would be a joint project with the City's
Water and Gas Divisions, as part of the ongoing infrastructure
replacement project schedul~d for 1994. After a preliminary
revie'W', Pacific Bell informed the City that, because of the
residential nature of the area, the ~roject did not meet the
CPUC's tariff and therefore they ~ould not participate.
In January 1993, staff held another meeting to discuss the CPl'C's

qual if)' for und.crqround.inq per the CPUC tariff. tl~n fu.rther
dis~s9ion, both Pacific Bell and City 6t~ft member. vere
~onvinced that Southqate did meet the criteria listed in the
CPUC·. tariff.
Following the meetinq, .taff sent a letter (copy attached) to
Pacific Bell enumaratinq hov South~ate qualified for
undergroundinq as a "General Publi~ Interest-project and
requesting pacifie Bell's support to form an underqround
di&trict. Pacific ~ll's response was receive~ in February. They
have aqreed that Southqate meets the CPUC' & tariff, and 'they 'Will
participate with the undergroundinq.
Exhibit 'A' shows the current and future underqround districts as
presently proposed in the five year Electric Capital Improvement
Program (CIP). Staff plans to substitute the proposed
Byron/Cowper underground district 'With SOlJ.thqate in the 199J-1995
eIP. The remaining districts will be postponed one year.
Exhibit IB' shows the revised plan.
CPUC's Tariff Revision
The position ta~en by Pacific Bell's rigid adherence to the
CPUC's tariff has forced the City to concentrate on
undergrounding only in areas which meet the CFUC's guidelines.
The present tariff is jeopardizing the City's underqroundinq
program. Soon, no areas in Palo Alto 'Would meet the CPUC tariff,
Pacific Bell would decline further participation in
underqrounding, and undergro~nding would stop since it would no
longer be cost-effective without Pacific Bell participation.
On october 19, 1992, Council requested that staff send a letter
to the CPUC on this issue. staff discussed this with Pacific
Bell, and they aqree that the City should send a letter to the
cPee req~estinq revision to the tariff. Pacific Bell has assured
City staff of its support 1n bringing about the necessary chanqes
to the tariff.

The extent of the Oty's financial participation in a conversion project will depend upon
whether !he locale of the project is designated by the City Couool as an area of general
pubnc inlerest and benef~, or an erea of primary local pubnc Denelit, or whether the lifea falls
to quality for either of the loregoing designaUons.

southqat~ Subdivision
Dear Mr. Ovalle:
Let me first of all tha~ you an~ Kr. Boni Capuyan for the
opportunity to discuss the epue Tariff Schedule No. A2, Rule No
32 on underqrounQ conversions. OUr discussions durinq the
meeting and your explanation on how the tariff is applied to
categories of undergroun~ projects was very helpf~l.
This letter Is to re~est P~cific Bellis ~upport and
participation in forming an underground district at the Southgate
subdivision under category 1 of the CPOC tariff.
DUring our meeting on January 14, 1993, we discussed both the
:erits of undergroundinq the Southgate area {see attached ~ap}
and, also eV41uate~ the project site for its compliance with the
ta~itf. Our joint review of ~~e proposed site has shown the
Southgate area to meet several criteria listed under the ~General
Public Interest-~tegory 1 of the tariff. Specifically they
are:
The ro~~s Churchill, El C~mino Real, Park Boulevard, Alma
Street ~re major 5treets that are extensively used by the
general public and also carry a heavy volume of pedestrian~
bicycle and vehicular traffic. Adjacent to Alma and ",,·it.hln
the proposed district is a major commuter train tacility.
All the streets ~ithin and surrounding the Southgate area
are also used extensively by the general public to access
the Palo Alto High School on Churchill, stanford University
and the public park at Karipo5e Avenue and Park Boulevard.
The area is a major pedestrian and bicycla path for high
school and colleqe students.

The proposed district receives much attention from tha
q~neral public in Palo alto because of thG scenic nature
created by the variety of older buildings and the heavy
concentration of trees in the area~

Based on the criteria listed it 1& clear that Southgate will ~eet
the category 1 guidelines under which paoific Bell elects to
participate in an underqround conversion p~cject. Also, sinoe
the sub6tru~~ures viII be jointly installed with the water and
gas utilities, we believe undergrounding in Southgate will result
in additional economic benefit for Pacific Bell and ~~e City.
We hope this information will assist you in establishing Pacific
Bellis participation and support for Southqate Underground
District under cateqory 1 of the CPUC tarif~. Your response by
