This report recommends that Council award a construct,ion contract
to Dutra Construction company. Inc. in the amount of $266,997 for
the Palo Alto Harbor sailing station construction. Funds are
available from CIP 18918.
BackgrQund
On October 5, 1992, Council awarded a contract fCir t.he Harbor
Master's cottage renovation and picnic area construction. Staff
recently obtained permit approval from the Corps of Engineers,
state Lands Commission and San Francisco Bay conservation and
Development commission (BCDe) for two other capital impro'\rement
projects in tha harbor area. The projects consist of four acres of
marsh restoration and construction of a new saili~g station. The
sai ling station is the subject of this report and the marsh
restoration is th~ subject of a companion staff report.
Discussion
Bids yere received from five qualified contractors as shown on the
attached summary (Attachment A). staff recommends that the bid of
$266,997, sUbmitted by Dutra Construction Company, Inc. be
determine~ by council to be the lowest responsible bid and that
this contract be awarded ac~ordingly (Attachment B). This bid is
two percent above the engineer's esti~ate of $260,530.
The proposed sailing station is located at the eastern edge of
Harbor Point parking lot and is designed to accommodate small hand
carried boats with shallow drafts such as lazers, sunfish, sail

boards I canoes arid rowing boats. The structure consists of an
elevated lO-foot wide pile supported pier, extending approximately
200 teet out into the deepest part of the channel. The elevated
pier will connect tn a lOO-foot-long floating dock by way of a a
foot-wide gangway.
The existing boat r-amp 'Will be removed once the sailing statior. is
operational. Re20val of the boat r~mp is part of an environmental
~easure to provide a wildlife corridor along th~ shoreline between
t..lte marsh reEitoration site on Harbor Point and Mundy Marsh. The
corridor will extend under the elevated pier of the sailing
statiof'"
other public access facilities will be provided as part of this
contract, including puhlic telephones, portable toilets, a changing
area, waste receptacles, bicycle racks, a drinking fountain and
bOat hose-oft facility. Additior.;al public access in:provements such
as bike/pedestrian paths will be installed as part of the marsh
restoration project.
construction is scheduled to occur between December 1992 and mid
February 1993. Any uncompleted w?rk ~ill take Flace after
september 1, 1993 60 as no"C to interfere '\i,;ith the nesting habitat
of the endangered California clapper rail. Public access and
parking will be maintained during construction.
Enyironmental Asses~
The proj~ct will have no significant environment~l effect for the
purposes of ~~e California Environmental Quality act, as shown in
the mitigated negative declaration for the project approved by the
City Council on March 18, 1991 (Negative Declaration No. 91-EIA-l)
No further environmental review is required.

Staff recommends that COUncil:
1. Approve and authoriz:e the Mayor to execute the attached
contract with Dutra Construction Company, Inc. in the amount
of $266,997 for the construction of the sailing Station.
2. Autho~i2e the City Manager or his designee to negotiate and
execute one or more change crders to the contract with Dutra
Construction company, Inc. the total value of which change
orders shall not exceed $40,000.
