Report in Brief;
This report recommends that Council award a construction contract
to Ludqwiq Betchart, Inc. in the amount of $429,475.62 for the
Marsh Restoration project at Harbor Point. Funds for the project
are available from CIP 18918.

On October 5, 1992 Council awarded a contract for the Harbor
Kaster's cottage renovation and picnic area construction. Staff
recently obtained permit approval from the Corps of Engineers,
state Lands commission and San F"Iancisco Bay conservation and
Development commission (BeOC) for two other capital improvement
projects in the harbor area. The projects consist of four acres
of marsh restoration and construction of a ne~' sailing station for
hand carried bo3tS. The marsh restoration project is the subject
of this report and the sailing station is the subject of a
companion staff report.
Discussion
Bids were received from eight qualified contractors as shown on the
attached summary (Attachment A) ~ Staff recommends that the bid of
$429,475.62, submitted by Ludwig Betchart, Inc. be determined by
Council to be the lowest responsible bid and that this contract be
a~arded accordingly (Attachment B). This bid is 31 percent ~elow
the engineer's estimate of $621,7~4.70.
The p~oject involves excavating four acres of land at ~~e south~Ln
tip of Harbor Point. The marsh has been designed to provide a
habitat for several endangered and threatened species that exist in
tidal/salt marshes. Foraging arei!ls will be c['"eated for the clapper
rail h}' excavating low channel areas beloW' mean high tide~ A marsh
plain ~ill also be excavated to provide pickleweed habitat for the
clapper rails and salt marsh harvest mouse. suitable native buffer
plants designed to act as a barrier to protect intrusion into the
sensitive marsh habitat ioTill also be planted~

In addition, the project includes over 1700 teet of bicycle and
pedestrian paths.. three interpretive observation stations, four
vista PQints witb seven benches ana 1500 feet of ballard and cable
fencing'. Other public acr;:ess improvements in the area are included
in a separate Sailing Station contract.
Construction is scheduled to occur ~tween December 1992 and mid
Febru~ry 1993~ Any unc.ompleted 'Work 'iill take place after
September 1, 1993 BO as not to interfere with the nesting habitat
of tile endangerec California clapper raiL Generally, public
access and parking will be maintained curing construction~
However, the pathways in the marsh restoration area will remain
closed until the project is co~pleted.
Enyironmental assessment
The project will have no significant environmental effect for the
purpose of the California Environmental Quality Act, as shown in
the ndtigated negative declaration for the project approved. by
Council on March 18, 1991 (Neqative Declaration No~ 91-EIA-1). No
further environmental review is necessary.
ReCommendations
Staff recommends that Council:
L Approve and authorize the Mayor to execute the attached
contract with Ludwig Betchart, Inc. in the amount of
$429,475~62 for the Marsh Restoration project.
2. Authorize ~e city Manager or his desiqnee to n9qotia~e and
execute one or more change orders to the contract ~ith Lud~iq
Betchart, Inc. the total value of which change orders shall
not exceed $64,OOO~
