This staff report re((lJests the city Council to approve a Budqet
Amendment Orclinance (BAOl for the purchase of a Utilities 30'
versaliLt truck WiL~ a one person bucket, known as a bucket truck.
Funds for this truck have been budgeted in the 1993-1994 Electric
Fund capital Improvements Program (CIP) under the project -New
Vehicle Purchases· {gOGO). Approval of this BAO will transfer the
funds to the current fiscal year 1992-1993.
Background
In contactinq vendors in connection with the anticipatea purchase
of vehicles, staff discovereQ that there would be cost savinqs of
approximately $5,000 by combining the purchase of the utilities
bucket truck with other vehicles, including another bucket truck,
which vill be purc:t~ased this yp-ar. Since the buck.et trucks a.re
the same, the speCifications for the trucks will alsQ be the same.
The bucket truck wa~ approved in the elP for the fiscal year 1993-
94. Due to the need to use the truck by staff ~nd the cost savings
it is de~=ed expedient to pull the funas forward one year.
Tbe vehicle is intendec for use in the Infrastructure Program.

to facilitate their work. It is very possible that delaying
purchase of the tr~cK will cause the Infrastructure Program to be
dela~'ed.

PURCHASE OF AN UTILITIES BUCKET 'rRUCl< CtJru<ENTLY INCLUDED IN
CAPITAL PROJECT 9060 IN FISCAL YEAR 1993-94
WHERE1>S, purs'Uant tc the. provisions c-f Section 12 of Article
III of the Cnarter of the City of Palo Alto, the Council on June
22, ~992 did adopt a budget for fiscal y,,_ar 1992-93.; and
WHEREAS, the purchase of a Utilities 30" vetsalift truck ~itn
a one-person bUCKet (bucket truck) ~as included in the proposed
1993-94 Capital Improvement Program under the project ~New Vehicle
Purchases H (90GO); and
WHEREAS, it is possible to realize consideraple cost savings
by co~bining the purchase of t;.he vehicle with the purchase of
another vehicle scheduled for replacement in 1992-93; and
WHEREAS, the bucket truck ~ill be used by an employee in a
position approved for the Infrastructure program in the Electric
Fund which ~ill be tilled in 1992-9): and
WHEREAS, this funding .,-ill be incorporated into the fY1992-9J
Capital Improvement Program project 906(1 an·j the r-roposed FY1993-94
Capital Improvement Program project 9060 wi 11 be correspondingly
reduced:;
NOW, THEREFORE, the council of the city of Palo Alto does
ORDAIN as follows:
SECTION 1,. The sura of forty-seven thouso.nd dollars {'$47,000)
is hereby appropr-iate.d to Capitdl Improvement Proj eet 9060, New
Vehicle Purchases, and the Electric Fund System l~provement Reserve
is corresp¢ndingly reduced.
SECTION 2. This transaction ~ill redUCE the Electric Fund
System Improve~ent Reserve from S9,431,OOO to $9,384,000 as of June
30, 1992.
SECTION]. The Council of the city of Palo Alto hereby fi.nds
that the enactment of this ordinance is not a project under the
California Environmental Qual ity Act and, t;"erefore, no environmen
tal impact assessment is necessary~
SECTION 4~ As provided in Section 2.04.375 of the Palo Alto
Municipal Code, this ordinance shall become effective o,;.~on adop.tion.
