On October 19, 1992, the c.ity Council appro\led a tentative subdil,'ision map to
mf!rge three parcels into one, totalling 2.1 acrl!S, and resu:'d~vide th~ result~ng
pare.;' into 14 slngle-family residefltial lots, with an exception for lIII'idth of a
cul-de-sac !:treet allowing 50 feet where 60 feet ;s normally required, and an
exception for lot dept~ of one cul-de-sac lot allowing 82 feet where 100 feet is
normally required.
The final map has been rey~ewed by the City Engineer. rt has been found to be
in conformance with the approved tentative map. the State Map Act, and the Palo
AHo Municipal Code. Ail c.onditions of approval, including execution of tnt:
Subd1~ision Improvement Agreement between the Citi and the applicant, have been
met.
A. NegatiVe Declaration was prepared and aprroiled prior to the approval of tne
tentative map; no further envjronm~ntal assessment is necessary.
The Pa10 Alto Historical Association has recommended three street names for the
new stref"t. In order of preference, the recommended names are Gaspar (ourt,
Jeremiah Court, and St. Mark's Court (see attacned letter). Tnese names have
been reviewed and appn)ved by the CormHmi·:ations Di~ision and are found r.ot to
hay"e spelling or ph.onetic similarities iIIith other street names in Palo AHo or
adjacent jurisdictions.

In accordance with your lefi:er of November 24, 1992, the Street
Names Conunittee of the Palo Alto Historical Assodation
suggests the follo.,wwg name as the name {or the proposed court

Gaspar Court
l,ve feel that Utis name is appropriate for the foUo\',ing reasons:
Colonel Walter s. Gaspar, USMC (Ret), mayor of Palo Alto in
]948, was chairman of the organizing tommittee of St. ~tuk's
EF~sC'Opa! Church_ Initial meetings were at his howe. He later
served as senior warden of the parish.
Col. Gaspar later was elected supen-isor of Santa Oar;;; County's
.Fifth Supervisorial District, Olnd served ...... iU, great distinction.
Shortly after v-.'orld \'\"-ar IT, during wh~ch he was conunand.lTIt
of M.:lrines at Moffett Field Naval Air Stiltion, Col. Gaspar served
as L'1ferim sheriff of lh.e Counfy of Santa Clara.

This distinguished public servant died in 1982. It would seerr.
very appropriate to name the new street near St Mark's Gaspar
Court in his honor.

a<quired considerably larger holdings. He lived near Matadero
Creek just east of Middlefield Road, where he built a home, bam,
and gnnary. He also built a private boat landL.,g on t.l);e l\.1ayL .. d
Slough and a private road from it to Mayfield.
As a third choice, we feel that St. Mark's Court would be
appropriate.
