The purpose of this report is to request council approval of the
attache4 amendDent to the contract with the constitutional Rights
Founda.tion, executed October lS, 1992. Under provision of the
existing-aqzoeelnE<nt the city is to compensate the Foundation il
tatal ¢f $54., 690 fer operation of the Youth community service
project~ The City has received grant funds from various sour~es
for tbis purpos~~ A proposed budget amendment ordinance is also
attached for council approval.

The tot~l am¢unt of qrant funding received for the 1992-1993 youth
community Service project exceeded ",riqinal estimates .. en.abling the
constitutional Rights .Foundation to hire and pay a pa.rt-time
program coordinato4' to assist the director of the Palo Alto and
East Palo Alto project. $8 .. 800 in grant funds will be expended for
the salary and benefits for this position. There will be no
expend~ture of City dollars on this project. Council is referred
to the revise4 Contract Eudqet, including tbe upc1ated listinq ~t
grant income ~o~]rces (Exhibit "Brl).
Staff recommends that Coullcil approve and authorize the Mayor to
execute the attach~c1 amendment to Contract No. 53036147 and the
CMR:190:93

22, 1992 did adopt a budget for fiscal year 1992-93; and
WHERE'.s, the Youth Commu:lity Service Project involves a
coc.per-ative partnership beb"eer. trJe City of Palo :tlto, the Palo
Alto Unified School District, Sta!1[ord Uni·'ersity. the Mid
Peninsula YWC:A 1 Ravens\Vood school Dlstrict, and the Cons:t~tutional
Rights Foundation; and
WHEREAS, the purpose cf the proj ect is to provide leadership
development training to Palo Alto and East Palo Alto middle and
high school stUdents, ~r.d to pro;/ide an opportunity to put ideas
for community service projects into action to benefit the
community; and
WHERE118, specific comm.unity 2:(;~ivities mal" include tutoring,
child care, environmental a .... 'areness and cleanups, drug abuse
a~areness, and working \Vith seniors, disabled, homeless, etc.; and

SECTION 1. Grant Revenue is inn-e-ased by the sum of Eight
Thousand Eight Hl.lnared Dollars ($8,eDO; ..
SECTION 2.. The sur:'. of Eight Tho~ls;:,nd Eight Hundred Dollars
($8,800) is hereby appropriated to the Recreation, Open Space and
Sciences Division of the Co~~unity Servjces Department in Contrdct
Services.
