Tnis report p~esents the maps of the eXisting and proposed boundaries, introduces the ordinance amending the Underground Utility District No.30 boundaries l and recommends COUncil adoption of the ordinance~ Background As indicated i~ CMR 131.93, the purpose of including the six properties (1529-1699) on Edgewood Drive is to eliminate three deteriorated poles located along the rear lot easements of these properties and provide underground electric, telephone and cable TV services from the street. Both the propert~' owners and thE'; City 'Will be.lefit by including these properties in the already established District No. 30. The poles will be removed and the easement vacated at rio expense to the property owners. It these properties ~ere not to become a part of an underground district then, per telephone rules, the estimated fees for each property owner to obtain an uncerground telephone service and have the poles removed ~ould range between $5~COO and $10,000. The city will not charge any fees, since there is no additional expense to the city. Cable TV already has underground service point~ for these properties and, hence, will not bill the customers. The city benefits, since it will no longer need to maintain the overhead lines along the rear lot eaSemEoTlts of these properties~ Financing Tha necessary conduits 8nd underground facilities to serve the six additional p~operties were installed in 1987. No additional ~~derqround construction by the City is re~ired. Funds are available in the Electric capital Improvement projects Overhead and underground Extensions and Replacements~ for connecting T~e six additional properties t.O the underqround systems and removinq the overhead facilities. Total estimated City eKpense is $6,OOO~ The cost of converting the electric~ telephone and cable TV services will be borne by the property cvners. The average cost per property tor converting the services is $2,500. The property owners have been o!fered the option of flnancing their service conve~aions pursuant to section 12.16~091 of the Municipal Code. This involves the borrowing of funas from the city and the rep~yment of such cost, which will be added to the owners' property t~x bills over a ten year pe~iod at an interest rate specified by the Co~~cil as defined in the Code~ Environmental Impact Assessment This project is cateqorically exempt (Class 2) from the environmental impact assess1l'.ent req'"..lir-elnents under the California Environmental Quality Act. --"-,'-,' -_.- ",·L , ! Tbe Council finds amending the District boundaries to be of general public interest and benefit. The construction work on the (jistributicn system, therefore, wJll be done at th~ expense of the utilities involved; and no part of the distribution cost will be assessed to the affected property owners. Therefore. the only cost to the property owners will be that o:! replacing the overhead service drops to their buildings with underground services. Property owners will be offered ths option of financing their service conver&ions under section 12.16.091 of the Municipal Code and, in effect, borrowing from the City and havlnq their repayment costs added to their ta~ bills over a period of ten years and at an interest rate speciried by the Council.
