Mobile Gas (hthape) Leak survey -Award of contraot

':'he United states Departz.ent of Transportation requires gas
utilities to perform distribution system gas leakage surveys once
every five years an<:l a walkinq survey of the principal business
districts each calendar year~ This report requests that Cocncil
award a three year contract to Beath consultants, Inc. tor $8~190
each year to conduct gQs leak surveys.
BAckground
Historically, it has been utilities Department policy to contract
out the gas distribution system survey annually and concurrently
wi th the required survey of the principal business districts.
Al though the frequency of the distributicn s}"stem partion of the
survey exceeds federal requireme.nt&., the p.:>licy enables us to
locate and repair leaks before they become haz.erdous., thus reducinq
the level of exposure to a gas-related incident~
Heath C~nsultants, rnc~ bas agreed to maintain the prices bid
during the period. of the contract. Entering into a three year
contract will provide fixed prices for the life of the cont~act,
avoidinq po'cential price escalation and the need to prepare
essentially identical contract doc~ents annually.
