November 12, 1992 THE HONORABLE CITY COUNCIL P~lo Alto, California 7 Approval of Authoritll for staff to Expend ~y 1992-93 Funds fol' Santa Clara Valley Nonpoint sourcemmProqram Members of the Council: Report in Brief This report recommends that council authorize staff to expend funds in the amount of $80,388 to pay L~e city'S proportionate share of cost for the FY 1992-93 Santa Clar~ Valley Nonpoint Source (NPS) Program, as provided for in the existing agreement between 13 Santa Clara County cities, the coun~y, and the Santa Clara Valley Water District (SCVWD). Funds have been appropriated in CIP 47703, storm Water Discharge Improvements. Backaround On April 16, 1990, Council approved a five-year agreement between 13 Santa Clara County cities, the county, and the SCVWD for implementation of the Santa clara Valley NPS Program (CMR:255:0). The. purpose of the program is to control pollution from urban runoff in the Santa ClarFl Valle}:"4 By its approval of the agreement, the City agreed to fund a proportionate share of the Program 4 The. agreement established a Management Committee, comprised of a representative from each participating agency, to provide overall progra.m di.rection and to review and recommend an annual Program budget for apprcval by all parties to the agreement. On June IB, 1992, the Management com.mitte~ c-f the Santa Clara valley NPS Program adopted a recommended scope of work and corresponding budget for FY 1992-93 (see attached letter from NPS Program) ~ Al though the ManageI"lent Committee recommended a Fl' 1992- 93 program. bud.get of $2,140,000 I the participating agencies are being billed only $1.980~OOO due to a carryover of $160,000 from the program's FY 1991-92 budget. Palo Alto's proportionate share (4.06t) of the hilling is $BO~3BB. The majority of the Program budget is allocated for professional consulting services and program managemenc hy SCVWD staff. The Program consultant ~ill provide technical guidance for the development of new ordinances~ policies l and best management practices to control nonpoint source pollution. In addition I the Program budget funds the development of public information -1- CMR:505:92 • ; o o materials, payment of various governmental fees~ and continuation of the ongoing water ~~ality monito~inq program. The Santa Clara Valley \Valer District Board of Directors authorized the District's continiJing particiyation in tht: program and an ex.tension of the contract for cvn:i.ulting services with Woodward~Cli'dt' and others at their September i5, 1992 meeting.
