This repolt requests Counc~ to euthorize the Mayor to execute the attached amencment
to Contract #COOO7955 with Summtt Un~orms fa< PortC9 Department unfform purchase
and tailoring. Staff requests the contract amount be increased by $15,000 tD provide
Iunds to cover unanticipated uflfform equipment purct ,ases tor the remaining term of the
contract with SUmm~ Unnorms. Tnls contract expires December 1992. This increases
the total three-year contract priC9 from $101,080 to $110,080. Funds are available in the
1992-93 Police Department salaries and banerns account

As a resu~ of the meet and confer process with the Palo Alto Peace Officers' Assc:v.:iation
and Ih6 Senlice Employees Internortional Union, Local 715 A. the Ctty provides unfforms
and profusslonal equipment for an unfformed members of the Police Department. To fulfill
this commttment, the City entered into a three-year contract with Summ~ Uniforms in
January 1990. Tnis oontract is presently in its third year a,d expires in December. Staff
is currently preparing a Request for Proposal 10 review this commitment
An amendment to the current agreement i:s needed, however, due to the unanticipated
if1cfease in the purchasing of body armor lor petlce officers. Tne Police Department
provides a ballistic vest to any officer who chooses to wear one. AI the tme this oontract
was OIiginal1y entered into, only about 50 percent 01 the officers wore a ballistc vest.
Since then, marry more officers have elected to wear the body armOf due to an increase
in officer response to East Palo Alto. Adcfrtionally, recer.! research h as proven that body
armor has a usable life of only five years and t ... eir level of protection deteriorates after
that The mejortty p! the Departmem's vests were purchased about five years ago.
Balistic vests cost approximately $500 each.

cation Number 94-2669926). a California corporation, with offices
at 54S-A Meridian Avenue. San ~ose, Califcrnia, hereinafter
referred to as "CONTRACTOR";
R E C I TAL I,
WHEREAS, Contract No. C0007955 was previously entered
into between CITY and CON1~CTOR for the provision of uniforms and
a~cessories for the Palo ~to Police Department; and
WHEREAS~ the parties may agree to amend said agreement
from time to time;
NOW, THEREFORE, in consideration of their mutual
covenants~ the parties hereto agree as fo1 1 0\:.'5 :
SECTION __ .±.. CITY agrees to compensate CONTRACTOR for the
full performance of its services under this amended Agreement in a
sum not to exceed One Hundred Sixteen Thousand Eighty Dollars
($116,080), an increase of $15,000.00 owing to this Amendment.
SECTION 2. EXCept as herein modified, all
proviSions of and exhibits and amendments to said agreement
remain in full force and effect.
