REQUEST OF GREENMEADOW COMMUNITY ASSOCIATION FOR
CONSrpEpATION OF SINGLE STORY OVERLAY ZONING

This report transmits a September 16, 1992 request from the Greenmeadow
(olllnunity Association for City approval of a single story overlay zone. It is
recolTlTlended that the City Council i",.,tiate and refer to the Planning
Co~1ssion considerati~n of a single story overlay zone for the R-I Single
family area identified on tne map attached t, the September 16 letter. (;ty
initiat;{]n of the zone change wouid result in no City fees beh19 charged.
BackgrQund
00 July 13, 1992, the City CounCil adopted a single story overlay lone (SJ as
part of the Zoning Ordinance and applied the lone to thc Wa1nut Gro~e
neighborhood. The attached September 16, 1992 letter from JoAnn Revis,
President of the Greenmeado~ Community Association, requests application of
the sing1e story o~erlay zone to the 270 Single family parcels contained in
the Gf'eenmeadow neighborhood. Survey results reported in the letter indicate
strong neighborhood !:.upport for the imposition of single story overlay zoning.
City initiation of the l_one change process ;s recommend=d because the
Greenmeadow Association can not apply for the zo~e change without written
authorization from each property owner. With some property owners expressing
opposition to the zone change and otners not responding to ttle Association's
survey, it would not be rea1istic to expect the AssOCiation to obtain the
necessary authorizations (l!nd file the zone change request for all 27{1 parcels
that should be considered in the zone change process. City ir)"1iation of the
zone change means that no fees WOUld be charged.
