Palo Alto was named af'ter its 1andmark. Red ... ·ood tree in 1894, abol;t tl'1E'
time of the first street tree pla.nti~'9s. Early City residents had the
foresight to plant the trees W€ live among today. Tne p~rpose of this
plan is. to provide for the protection of this legacy, for its rE:nelial
and improvement.
The need for a street tree pian was addressed in JL'i ..... of 1981 with the
fonmation of the Palo Alto Tree Advisory Task Force. This committee is

composed of coomunity residents and City staff. Its rcie nas been to review
the history of Falo Alto's street tree p1antings and their ex;stlno
condition.s. including even-aged forest. rnonoc.ultures and species selection.
and to set City-wide goals and peiicies. -;his draft. whkh 15 the rESL1lt
of their research will be presented to City residents in the form ~f a
slide presentation~ at a series of public meEtings. Af~~r citizen review,
a final plan wil1 be s"bmHted to tile City Council for a;JprovaT.

creates Shallow rooting cnaracteristics in many lcrge-rooted shade trees~
especially in filled and irrigated sites.

Trees in tne Urban Environment

Protection from C1imate -Trees were our earlie5t shelter and are still
protecting LIS from climatic extr2mes. SUTmJer heat is modulated by the
evaporation of water from leaves, and the shading of walls, roofs and

In 1946. the pcstwar building boem resulted in.a F.H.A. r.Jling requiring
developers to provide a tree for every lot. ThiS added apprDximately
2.000 trEes per year to the City's streets as thE southern area of Pal~
Alto was developed. Developers chose fast-growing species to provide
shade end protectio~ for the treeless areas. The creation of a new li~t
of 30 approv~d t~ee species in 1950 brought t.he total number of different
species that may be found on the City's streets today tD 142. Tn;~ fbsh
of n~J growt~. about 50,GOC trees in a 30 year peT~od. has clil':1axed ~nto
the dense urban forest we have today. and has le-ft us with nigh
mdfntenance costs end concerns for the future.

Even-Aged stands
The first con~iticn is that large numbers of e~en-aq~d tre€s p'a~ted between
1920 and 1950 mcy all decline sim~ltal1eoLlsly. lea .... ing areas of the City
without trees. Inllestigation of the preser,t situ3tioll suggests. that the
variation in the length af life of different species will spread their
decline ever a 1arlger periw of time. ,lin additional factor which modHifS
this situation is the variety of soils and gror.ing conditions in which
the indi ... iduol trEes are planted. The potential for a sudden declir:e of
tr~:; does exist. ~,owever-, il'l local areas where the same species. eS:J:ecial1y
clon~s (trees vegetative1y reproduced from the same plant). w€re pla~ted
at the same time in un1fonn Soils. Under such circumstanc~s. these trees
may reach maturity and senescence within a short period of time a~d ~y then
be suscepti ble to sudd~n stress such as drought or en infestation of
insects and disease.
Monocultures
The setond major exist1ng condition is the presencE of manotultures, or
Single speties pjantirigs, in large areas of the City. r-Io!lo~u1tures may
create 'Unfavorable et:mditions e .... en ""here the ages of trees have been .... aded.
For example, some species, such as e1ms. are threatened by viruler.t aiseases
'iike Dutch Elm Disease. Othen, like oaks, are the host of periodic
epiderrFics of in:.ects. such as the California oa~. moth. A large staM of
these trees in a singTe location can support a rapidly spreading infestation
that o\'ei"'Wl"relms the population of natural predators.
Species Selectio~
The tnird condition is caused by the choices of partic~lar species wh;c~
ha~e beer. used as street trees over the ~ast one hvndred years. With

subdividing and incf~ased building construction, emphasis a~d demand by
the pl.i:llic was for only the :'fastest gro'o'Jing trees available-. As these
tr-ees grow to maturity. we leam abOlJt their characteristics and behavior
in our soils snd local en'/ironment. For example. some species produC2
exc~ssiye and we-ak. growth of fo~iage that requ;~s frequent and ex~ertsi"e
pruning. Others have fran branching structures~ inns; ve or extraordinary

2~ Solar Access -1n 197B~ Tne California Legislature passed two bills
relating to solar access: The Solar Rights Act AS 3250 and Solar Sh~de
Centrol Act AS 2321. Tne second act relates di n:ctly to the presenc€
of trees by prohibiting the bJoc;'age by vegetat10rl of sc,Jar ra.jiatior'1 to
so1ar col1ecto~ which meet certain spet:if1c qua1ificatior,s. How€iler,
trees -existing previous to a solar collector are exempt from this law,

While it is important to note that existing trees have been protected,
City policy also encourages <ie'w'elopment of solar resources. An in
vestigation of the spatial relationships of trees and rooftcpst with
the nelp of the Solar Program Coordinator, re~ea1s that solar access
can virtually always be made nailabTe by alternati'le solar collector
locations using the ~arious treE sitin~ t~chnjques rroposed in this pl~n.

5. Public Education and Involvement -It is a g031 of this plan to
solicit and incorporate the desires of the residents. To provide for
citizen inputs public meetings are scheduled. Residents will alsQ be

To protect the urban forest frem the p-,ssibility of Jarge sca 1e decljne,
the tree replacement of each block is scltE"11J1ed in stages. This iIIill
allow several generatl~ns of trees to be present at ~ll times including
enough mattJre-siz.ed trees to provide tne required 50% tree canopy coverage.
Tne selection of the tret!s to be P'1!rr~yed 'Will depend upon their condition.
Weak or problem tl""ees 'dill be N!'plac~cr soarler than trees of equal age 1n
