Report in Brief
This report recommends that Council a .... ard an agreel"-ent, in the
amount of $38,255~ to Gainer and Associates to deve1op, organize
and implement promotional and educational programs for the
recycling program in Palo Alto~ The selection of Gainer and
Associates was approved by the Policy & servic.es COIImli ttee Oft
February 2, 199) (CMR:141~9)). Funds are available in the FY 1992-
93 Refuse F~nd operatinq budget~
Background
Since 1989, the City has been focused on the implementation of the
Int".eqrated waste Management Act (AB 939). Tbis act r-equjres every
municipality in the state of california to reduce its solid 'Wast,e
25 percent :by 1995 and 50 percent by 2000. A key element o.f
meeting these diversion goals is to educate the public on all solid
waste issues. Ongoing promotion of the Cl t:{ recycling program
provides excellent support for the recycling program.
The goals of this project are to: ed\Jc~te residents about sol id
waste issues by providing educaticr.al, interactive activities for
children and adults; encourage those 'Who eire currently rlot
recycling their materials curbside to begin recycling the~;
recoqnize residents who are diligent recyclers; and support the
activities and events 'With information which not only promotes
recycling', but also educates in the areas of .... aste prevention and
reuse,
Discussion
The scope of the '''-ark in the attached agreement incl'-ldes:
development of a year-long awards program to recognize residents
who continually partlcipate in the curbside recycling program;
creation of a "mascot" and establishment of a poster contest
program to enhance the continuing recycling and .aste prevention
education of children; construction of a Dlobile historic displaf
that shows the growth of the recycling program since its inception

raise their awareness of recycling and waste reduction.
~nmental Assessment
The Recycling Program Promotional Develcpment is not a project for
purposes of the California Environmental Quality Act.
~ict of IDterest
Staff, ~ith the concurrence of the City Attorney, has determined
that the consultant. is exempt :from complying with t.he financial
intere.,st disclosure provisions of the City'S conflict of interest
code; because the consultant's range of Quties and services to be
provided under the aqree.ment are limited j n scope or primarily
ministerial in nature.
Recommendatio!'ls
Staff recommends that Council:
1. Authorize the Mayor to approve the attached agreement with
Gainer and Associates, in the amount of $38,255, to develop,
organize, and implement ongoing promotional and educational
programs for the recycling program in Palo Alto.
2. Authorize tha City Manager or her designee to neg~tiate and
execute amendments for services rel~ted to or incidental to
the scope of work or services# the total value of which
amendments shall not exceed $5,000.

of the City's Curbside Recycling Program

The City of Palo Alto WCiS one of the fir:st cities ir, the nation t'J start a curbside
recyC!ing program in 1978. The pi'ogram has won national and state awards for
innovative vehicle design .. program comprehensiveness, and outstanding
achievement. Participation rates have been excerlent since the program began,
often reaching 80 percent.
Since 1989. the City has been impacted vvith O',e implementation of the Integrated
V'/aste Management Act (AS 939!. The act requires every rnunkiparity in the state
of California to reduce its waste 25 percent by 1995 and 50 percent by 2000. A
key element of meeting these diversrcr'1 goals is edi1cating the pub", on al! selid
waste issues. A 15 Year Anj1jversary Cerebration ... viil help meet this goar b~'
providing education, recognition, and ha.1ds-on acrrvit!f'S to the comrnunity.
