REPOnT IN BRIEF
The purpose of this report is to inform the Council that
construction of Quarry/ArbOret.um/Welch improvements will cause
substantial traffi~ delays on Quarry and Arboret"lllIl. This is an
informational report and no Council action is required.
BACY;CROUNP
Stanford University is required, by previously agreed upon
environmental mitigation measures~ to ~iden Quar~y Road between
Arboretum and Welch Roads and mak~ ~mproveme~ts at the intersection
of Welch and Pastuer P.oads. In addition. at its own discretion,.
Stanford has elected to include improvements to two short roadway
segments, as part of the proposed project~ The first is to
continue the widening of Quarry Road past Welc..h to a parking lot
entrance that formally se:!"ved ~s Blake Wilbur Drive. The second is
to widen the Welch Road approach to Quarry ROad, toO add an
exclusive left-turr, lane. On .January 1.8, 1993 ~ Council approved
t.he above improvements and authorized the Hayor to execute the
l'ecessary easement agreementEi (CMR:129':93). stanford has completed
the design and is now ready to proceed with the construction work~
CONSTRUCTION
Stanford has awardEd the construction contract to
Construction Company. Construction is scheculed to begin
1993 and is expected to be completed by July 31, 1993.

ConstI'1.lction impacts along Welch Road and Pasteur DriVE! \rIill be
minimal. Two-way traffic will be maintained at all times. The
westbound right-turn lane on Welch at Pasteur will not be available
to traffic for about a month during construction. Ho~ever, traffic
impacts along Quarry and ArboretUm Roads will he, substantial.

BeginnIng the week of March 8, Quarry Road will be reduced to one
lane of traffic in each dirsction, wi~h li~ited storage for the
eastbound right-turn lane at .1~rboretum. The constrlJction ar~a will
be separated from the travel lanes by a raised concr~te barrier.
The exclusive eastbound left-turn lane on Quarry will be closed.
The ent~ance to the parking lot on Quarry opposite Wel~h Road ~ill
be closed; and temporary changes ~ill be made tc existing signals
at Quarry/Welch and Quarry/Arboretuu:. D'Lle to the reduced capacity
of-Quarry Road and its t~o inteLsections with Arboretum and Welch,
and the temporary nature of the signals~ we anticipate that traffic
will experience substantial delays throu9h this area.
Staff is working with Stanford University to info:-m as :Many users
as possible of this situatio~1 and to advise them to avoid thi$
area and use alternate routes. It is sugqested that drivers going
to and from Stanford Hospital and Clinic and Welch Road addresses
use alternate routes via Arboretu~/sand Hill/pasteur or Palm
Drive/campus Drive/Welch Road (Attachment 1 is a map identifying
the alternate rout,es) ~ Persons presently using the Quarry Road
staff parking lot are being requested bj' Stanford to access Quarry
Road via campus Drive.
Stanford will prepare a press release outlining the above issues
prior to beginning 'Work. Informational signs adVising dr-ivers
about the construction and expected delay will be posted along
Quarry Road. Adequate traffic control ~easures (including signs,
barriers, and cones) warning users in advance about the trafEir,
conditions, guiding them through the work area, and protecting the
work area itself will be provided and maintained during tile
construction period.
