Addit.J_onal Ext.ension MembErs of the council: Report in Sri.t Seven mon~hs ago, Council approved the use and funding of Palo Alto Police resources to assist the City of East Palo Alto for a six­ month period, as part of a regional effort to combat the increase in violent crime_ On September 24, 1992, Council approved a )O··day extension of police assistance. This report recommends an additional extension until December 31, 1992, pending the preparation of the City of East Palo Altc's long-range public safety plan~ Monies from the original Council allocation remain availablE'. to cover the recommended extension. On March 2, 1992, Council approved the use of four Palo Alto police officers in the City of East Palo Alto via the Regional Enforcement Detail (RED Team) for. a six-month period at an approximate cost of $100,000. As a precondition of any add_itional police support beyond October 15, 1992, Council agreed that a long-range public safety plan would be required from the City of East Palo Alto. In the six-Inonth evaluation report provided 'to Council on September 24, 19$2 (CMR:436:92). staff reconunend.ed and Council approved a lO-day extension of police assistance to allow East Palo Alto additional time to prepare the long-range public safety plan. This lO-day extension authorized police as-sistance unti 1 November 15, 1992, and vas conditicnal upon a formal request from the East Valo Alto City Council. On October 21, 1992, city Manager Allen Parker, on behalf of the East Palo Alto city Council, requested that the cities of Palo Alto and Menlo Park continue their participation in the RED Team beyond November 15, pending the November 3, 1992 election and until the newly constituted City Council had an opportunity to commit themselves to a long-range police plan. It is Mr. Parker's belief that the ne~ly-elected Council could consider the pian at their meeting of November 17, 1992, or at a specially called meeting shortly thereafter. Since this letter \rIas received, Mr. Parker tendered his resignation to accept the City Manager's position in Oak Park, Illinois. Staff has been informed that the City of Menlo Park ~ill also continue to support the RED Team until December 31, 1992~ During this period, Police Oepartment staff ~il1 continue to work with East Palo .i\lto Police in an effort to facilitate ths­ process of creating the long-range public safety plan. For 1992- 93, $65,000 in overtime funds to support the RED Team efforts .as included in the Police Department's adopted budget. To date, actual overtime costs for pa.trol backfill (t'O cover the personnel loss to reqular patrol staffing resulting from the redeployment of officers to the RED Team) for the fiscal year tot~l $22,260. RecommendatioD This report recommends a seven-~eek ext~nsion of police resources via the RED Team until December 31, 1992.
