Members of the Council:
This report responds to questions from Council Memb~r Kniss regarding the
supply of units in Palo Alta providing assisted living to seniors and the
number of Palo Alto s~niors with 10111 and very lo~ i!"lccme~.

The Federal Department nf ~cusin9 and Urban Development (HUD) provides project
hased assista~ce and Section 8 rental assistan~e to households meeting the
following income maximums:

These are maximum incomes, and the majority of seniors served in the
developments identified below have incomes well below the maximum. Also, all
Section 8 rental assistance vouchers are for those with very low incomes.

The 1990 Census collected ~ousehold 1nco~e by age of the household. Th~
i~cGme f1gures were collected in the Spring of 1989, and the income categories
do not e~actly match HUD proverty definitlons. The 1990 Census found, for
householders aged 65 and older, the following 1nCQme levels:

than $16,00-0 per tear, and sst of the in(omes ire less than
S10,COe per year. Stevenson House currentlY has ~ore tha~ 400
applf~ant5 on their waiting list.
2. lytton Gardens 1 and II. 650 lytton Ave? has 218 units in lytton
I, with ~8X of resid~nts hl;ving very low income and 2% having low
income. There are an additional Ion units ~n lytton II ilnd 1G0%
of the residents are \'e1"y Tow income. There are 50! appHcants on
the combined waiting list for both projects.
3. Palo AHo Gardens, 548 San Antonio Road, is tltJt exclusively for
seniors? but III of the 128 units are-occupied by seniors. All of
the senior residents are very low income. The waiting list is
currently estimated to be at least five years.
4. Sheridan Apartments, 360 Sheridan, nas 56 units of serdor housing;
and 10~ of the residents' incomes are below the low income limit.
Statistics are p.ot available on the number who ~a~e ~ery low
incomt!s. Nn new applications are currently being ac.cepted due to
the length of the waiting list.
5. Terman Apartments, 4230 Terman Drive. has 204 subsidized units
reserved for seniors; 100% of the residents ha~e very low income.
Applications are not being accepted due to an estimated three to
f1ve year waiting list.
