Report in Brief
This is an informational report and no Council action is required.
On May 4, 1992, council approved the plan for SunnY'J'ale t~
construct the SunnYVc!llle Materials Recovery and Transfer Station
(SMaRT) [CMR:237:92]. Council also requested staff to report back
in a few months and provide a status report of the construction of
the Stat.i..c:n (CKR:2J!:92].
Backgrgund
The cities of Sunnyvale, Mountain vie~ and Palo Alto entered inte
a Memorandum of Understanding (MOU) to provide for the SMaRT
station in sunnyvale. A request for proposal (RFP) fcr
construction and operation of the S~~T station ~as d~veloped by
Sunnyvale, as the le~d agency, with the assistance from the staff
of Mountain vigw and Palo Alto. Two proposals were submitted and
later rejected by Sunnyvale, and with concurrence of the cities of
Mountain View and palo Alto, Sunnyvale opted to construct the SMaRT
Station~ The Sunnyvale City Council authorized bond iinancing for
the capital costs aS~DCiated with constructing the Station. The
Resolution of Intent for the bond financing had clarifying language
added to meet the standards of new re~11atory requirements.
Sunnyvale's Council approved the changes September 15, 1992.
The SMaRT Station is scheduled to he completed by July 1, 1993, to
facilitate the citi~:;; sending their waste to Kirby Canyon Landfill,
as required by the disposal agreements with Waste Management, Inc.
(WMI) •
Discussion
The SMaRT Station construction is curtently on schedule as well as
on budget. The entrance road construction began July 13, 1992.
The work included excavation of approximat.aly 60,000 tons of
qarbage and importat.ion of soil for the roads.

The overall desiqn of the SMaRT Station is 80 percent c0111plate.
Desiqn changes have been made to the initial plan in order to
reduce the high Cvot ofaxcavation and the import fill dirt for the
Station's pad. currently, bids are out for the construction of the
building, purchase of compaction equipment, and foundation piling
work. Attachment IIAII is the preliminary construction schedule wi th
approximate dates. Ground breaking for the building is scheduled
to begin !n mid-November of this year.
sunnyvale has submitted an operating permit application to
Santa Clara county Health Department (Local Enforcement Agency).
It is anticipated that final permit approval .. ill be secured by
mid-February. ]I.. Request for Proposal (RFP) has been issued for the
operation of' the station, and a s~lection of proposer is planned by
mid-January 199~.
ThE material recovery {recycling) element of the SMaRT Station is
expected to be on-line to p~ocess materials by ~~ly 1, 1994. Wood
yaste precessing will begin on a limited basis for the city of
Sunnyvale by July 1, 1993.
Attachment -A-is a preliminary schedule through June of 1994.
