For the last 16 years, the City has contracted yith Santa Clara
County fc.r the services of a social 'Worker. This report recomlll.ends
renewal of that contract for the period of October 1, 1992 through
September 30, 1993 for an amount not to exceed $30,739.
Background
In 1975$ the Police Department initiated an in-house social worker
program tor the purpose of counseling youths and their parents who
encountered problems associated 'With truancy, lack of parental
centrol, child abuse, neglect, or other pre-delinquent behavior.
Durinq the past four years, the social worker has counseled a total
of 394 families in crisis and has assisted in more than 334
suspectec! child ahuse investigations. The counseling services
provided by the contract are essential to the Department's youth
5ervices operation.

During the ccurse of the contract, the social ~orker counsels a
minimum =£ 60 youths and families. The social ~orker also assists
police officers with child abuse and neglect investigations, serves
as a resource for patrol officers, and acts as a liaison with the
Emergency Treatment Center, Family Service Association, Children's
Health council, and North County Protective Services.
In the agreement with Santa Clara County, Palo Alto pays
approximately 32 percent of thg program costs, whil'C the county
funds about 68 percent. As a condition cf the agreement, the City
also provides office space, and telephone and mail service. The
City's share for the 19~2-93 aqreement totals $30~ 739. The
agreement is agendized fer adoption by the Santa clara county Board
of supervisors on October 27, 1992.

SCOPE OF SERVICES
BESPONSIBILITIES OF THE DEPARTMENT OF SOCIAL SERVICES:
1. Recruit and identify candidates troll; its current staff of
trained and experienced Emerqency Response Program child
welfare social workers$ one of whom will be selected by the
police departm~nt.

Such training will be provided upon request of the police

RESPONSIBILITIES OF THE CITX:
