REport in Brief
This report fONards the reconmendation of the Planning Corrrni ssiun on an
appl itation to change the property bO\lndaries at 620/640 Page 14111 Road and 2650
E1 Camino Real, by adding to and delEting from each property equal portions of
land of approximately 1,1 .cre ••• en. Tne land to be added to 620/640 Page Mill
Road is located it 2650 £1 Camino Real and would be cha~ged from it5 current
Compreheniive Phn df'signat1on of ~U1t1p1e Family Residential to Research/uffice
Park. The zoning on the property would be chan~ed from RH-40(D), High DenSity
Multip1a Family Residence District wHt} Site and Design Revietft' Combining District
to lM (limited Indu5trial/ Research Park Dist"iet). The land to be deleted from
620/640 Pag! Mill Road would be changed fr n its current Comprehensive Plan
designation of Research/Office Park to Multiple FamPy Residential. The 2_oning
would be changed from lM to RH·40{D). The net result is an even exchange to bott-,
districts, but an improved parcel configuration for future redeilelopment.
Planning Comm1~sion ~ction
At the January 27, 1993 Planning Commission meeting. the applicant responded to
<luestions from the Pla.nrdng CiJlTI!1ission and' no members of the public spoke on this
;te~. The Planning Commission voted unanimous1y, with Commissioner Marsh and
COlTlTlissioner GlaziEr absent, to recorrmend City Councn adoption of the negative
declaration and approval of the requested Comprehensh'e Plan amendment and lone
c.hange. In taking their action, the Planning Cormission indi;:ated that the
requested actions result in a better pl"opertjo' configuration for the purpcse of
developing the residential portion of the site, would provide increased access
to the residential site by providing access from Page Mill Road, and would
provide the potential for an improved entry tc the Research Park. lMe Commission
.150 noted that the revised property bound.ries at ,10/640 Page Hill RQad would
decrease the amount of parking adjac~.,t tr:: Page Mn 1 Road. Minutes of thi s

WHEREAS, the Planning Commission, after duly noticed public
hearing held on January 27. 1993£ has recommended that che City
Council ame~d the Palo Alto Comprehensive Plan: and
WHEREAS, upon consideration of said recommendation after
duly noticed public hearing, and upon review of the Negative
Declaration prepared for the project and a]l other relevant
information, including staff reports, and all t.estimony. written
and oral, presented on the matter, the ('ity Council desires to
amend said plan as hereinafter set forth;
NOW. THER8PORE, the Council of the City of Palo Alto does
RESOuVE as follows:
SBCTION 1. The City Council finds that the public
interest, health, safety and welfare require amendments to the Palo
Alto Comprehensive Plan as set forth in Section 2 hereof.

Hotel C@nter concept
As a re~~lt of issues raised in the Stan~ord Research Park Study,
the subject properties have been the topic of ne~spaper reports
and public discussion. Some have identified the property as the
potential location for a major hotel, conference center and other
related ~esearch park amenities like transit and child care
accocmodations. In terEs of urban design principles~ the vacant
property at tr.e corner site (2700/2780 El camino Real, currently
occupied by a BE gas station), is an obvious opportunity for
creating an entry gateway into the research park. The volume of
the office building across page Mill Road, the Palo Alto Squa~e
at 3000 El camino Real, could be better balanced by an
architectural expression across the intersection~ While it does
provide a needed service W'ithin the cot:1munity, the existing gas
station does little to provide a distinguished or proper entry
and also does not contribute architect~rally to El Camino Real.
Hewlett-Packard l":as received ARB approval for an office
redevelopment at 620/640 Page Mill Road, and intends to continue
construction of the new office project. Any collaboration
between Stanford and Hewlett-Packard for purposes of jointly
redeveloping both properties as a major hotel center are
therefore precluded.

Hewlett-Packard building away from Page Mill Road will promote

architectural gateway to the research p~rk.
Human Healtq
The property at 620/640 Page Hill Road ',,:as beer. identL: ied as
containing contaminated soi ls ar.d gro1lnd"w'ater as 'Well as a
fe~er41 Superfund site. A cleanup program is underway under the
jurisdiction of the Regional Water Quality Control Board (RWQC8)
as delegated by the united States Environmental Protection Agency
(USEFA). CUrrently, there is a groundwater extraction and
treatment system operating on th~ site, as well as several
monitoring veIls. Many of the moni~oring wells within the
footprint of the approved building are being deccmmi~sioned and
replaced with a new well network. Tn conjunction with
~edevelopment of thE site, contaminated soils are being exC3vated
and removed from the Bite.
