'I'he sum of $69,000 is to be fully reimbursed by 1992-93 TDA funds. BACKGROUND On December 2, 1991, the City Council approved a plan for the extension of the Bryant Street Bicycle Bcmlevard and authorized staff to prGc~ed ~ith the necessary steps for implementation. The project~ as approved, is estimated to cost a total of $243,000. Existing approved funds, in the amount of $174,000, are presently autho~ized an~ available foc the portion of the project related to the installation of a traffic signal at the intersection of Bryant Street and Embarcadero Road ($75,000 from 1990-91 state Transportation Development Act (TDA) funds and $99,000 frcm the 1990-91 C'ity of Palo Alto Capital Improvement Program {CIP) Electric Utility Fund) ~ An additional amount of $69, 000 is required to fully fund the remaining elements of the project. ~DGET AMENDMENT The attached Budge.t Amendment Ordinance establishes a new elP project (described 1n Attachment 2) for the unfunded portion of the project. By establishing this new CIP project and te~porarily funding it ~ith available savings of Street Improvement Funds from CTP .19072 (with later reimbursement from 1992-93 TDA funds), staff can proceed on a schedule that 'Will facilitate completion of the bicycle boulevard extension project by September 1992. 'I'he alternative of waiting until the 1992-93 TDA funds are actually available (July 1992) 'Would d~lay the completion of the bicycle boulevard until the spring of 1993~ ENVIRONMENTAL ASSESSMENT An initial study (91-EIA-28) recommending a Negative Declaration 'Was reviewed and approved by the City council on December 2, 1991. RECOMMENDATION staff recommends that council adopt the attached Budget Amendment Ordinance, 'Which: (a) Establishes a new CIP project to implement the unfunded portion of the Brya~t Street Bicycle Boulevard extension and (b) Transfers $69,000 of previously appropriated CIP funds to the new CIP project. This is the u~tunded portion of a larger proje~t. costing $2-43~OOO for which ~~r~ent funding in the amount of $174;000 is approved and available from an existing 1990-92 elP Project. ~oject Components: A street closur2 on Bryant street and signing and pavement marking changes along Brzant Street and Waverley street as well a5 short segments of Addisof! Avenue,. Churchill Avenue and Coleridge Avenue.
