Report in Brief
This report requests that Council approve the attached
authorizing staff's submittal of an application packet
discretionary grant from the State of California's
Hazardous Waste (HHW) Grant Program.

Since FY 1989-90, the california Integrated Waste Manage~e~t Board
(CIWMB) has administered a grant program for H~' Management
proqrams run by local government age.n.cies. The n.on-discretionary
grants reimburse program sponsors for a portion of the sponsoring
""gency's expense incurred during the p.revious year's HHW programs
and do not commit the sponsors to any future actions or programs.
In FY 1989-90 and FY 19~O-91. staff submitted applications to the
CIWMB for non-discretionary grants and received a total of $19,997
in 9rant monies. This year I the appl ication procedures 'Were.
modified by the CIWMB to include the submittal of a resolution from
the sponsor's governing body that authorizes submittal cf the
application and designates an individual to execute the necessary
applications.
The attached resolution authorizes the suc~itt:3.l of the grant
application packet and designates the ci-cy Nanager or the Assistant
City Manager to e.xecute the appl iC::'ltion to secure grar.t funds~
This grant will reimburse the City for a portion of the expenses
incurred during FY 1991-92 for the operation of the HHW collection
program. .Allocation of fur.din,:; is based an a number of factors

WHKR.BAS 1 the City of Palo Alto (the ·City·) recognizes that
it is in tbe public !nt~rtst to enact and implsment an integrated
waste management plan to address the issue of the State's
diminishing landfill space an~ the potential adverse environmental
impacts fram landfilling, ao~
toIllBREAS, funds have been established by Assembly Bill 2448
(Eastin, 1987), and are available from the Solid Waste Disposal
Site Cleanup and Maintenance Account in the State General Fund
through. the Calit'ornia Integrated Waste Management Board, for
grants to local agencies such as the City which have established
and implemented waste diversion and separation programs to prevent
~isposal of hazardous waste, including household hazardous waste~
in ~olid waste landfills;
NOW, THlfRBFORE, the City Council of the City does RESOLVE
as fellows:
The City Council hereby authorizes and directs City etaff
to submit an application to the california Integrated Waste
Management Board for a household hazardous waste grant. The City
Manager and the Assistant City Manager of the City are hereby also
authorized and empowered to execute in the name of the City all
necessary applications~ contracts, agreements, d~-umente and any
amecdmeots thereto for the purposes of securing tbe grant funds and
implementing and carrying out the purposes specified in the grant
application~
