The Association r-ecol!:mends that primary consideration be given to naming the ~arshland for Emily R~nzel and that consideration also be given to Dr. Thomas Harvey's r.ame. ~ack.gl';.ound The City of Palo Alto's Marsh Enhancement project on the former ITT property was completed and became ope'rational in the spring of 1992~ Saltwater from the Bay is conveyed to the eastern side of the property via pipeline. Freshwater (treated wastewater from the Regional Water Quality control Plant) is conveyed to a 15-acre pond on the western side of the property adjacent to the Bayshore Freeway. The saltwater and freshwater are creating new wildlife habitat in an area cut off from the Bay's tidal influence since the 1920 /s. As described in the attached letter (Attachment A) from the palo Alto Historical Association, Emily Ren~el has bee~ a strong advocate for preserving and enhancing marshlands and other natural environments for many years in Palo Alto. She served on palo Alto's city Council l the San Francisco Bay Conservation and Development Commission, the Estuary project, and numerous other organizations involved in preservation efforts. Her hard ~ork to retain wildlife habitats amidst urban gro..-th make the naming of this marsh for her very appropriate. Dr. Thoma~ Harvey was a San Jose State University biology professor who also worked tirelessly to preserve Palo Alto's baylands. Further recommendations were solicited from residents involved ir. marsh preservation and the names were forwarded to the Palo Alto Historical Association for a final recommenjation. The Palo Alto Histor-ical Association recommends Emily Renzel's name and that recommendation is now being forwarded to Co~ncil. RecOllmendation staff recommends that Council ar.opt the attached resolution (Attachment B) naming the former ITT property the ~Emily Renzel Marshll and that staff be directed to seek approval from the Architectural Review Board for-placement of appropriate signage consistent with the Baylands Master Plan.
