This is an informational report on the status of City participation
in FEMA's Comm~nity Rating system (eRS) progr.am. No CO'.lr.cil action
is required.
BacJcground
On December 1.0, 1990, council received a report describing the
City's initial application to F~-A's Community Ratin9 System (CRS,)
proqram (CMR:599:0j. On September 3, 1991, Council received an
informational report stating that FEMA had acc6pted the cityTs CRS
application, resulting in a 5 percent reduction from standard flood
insurance premiums fer Palo Alto residents, effective October 1,
1991 (cMR:411:91). The report also indicated that staff miqht be
able to apply for an -.dditional 5 percent insurance premium
reduction during the annual CRS recertification process in Dece:mbe.r
1991.
Discussion
Co~unities p~rticipating in the CRS program must recertify their
applications on an annua1 basis each DeceMer 15th~ During the
racertification process, communities may amend their applications
to receive credit for neW' or expanded floodplain management
activities being cOnducted. Basad on a review of the eRS program
manual and guidance received from FEHA personnel, staff has
tentatively identifiea and documented enougb aaditional activities
to increase its flood ine-urance discount from 5 per-cent to 10
percent, subject to FEMA's official revie ..... of the ap?lication.
Since most of these activities are already being conducted by the
City or are the responsibility of other agencies, the impact on
City operations is minimal. The City is eligible for additional
credit for City :maintenance of official elevation benc:t1marks,
routine. creek maintenance: activities of the Santa Clara Valley
Water Oistrict; a state laW' requiring disclosure of flood zone
information during real estate transactions, and a state dam safety
proqram~

In order ~o qualify for additional flood insurance discounts, staft
