The purpos9 of this report is to request Ccuncil's approval of an
ordin3nce amending the budget for fiscal year 1991-92 to reflect
the award of a $9,230 matching grant from the California Arts
Councilts Organizational Support Frogram to the Arts and Culture
Division'S Visual k~t5 Program.

The california Arts Council has awarded grants to the cultural
Center since ·1965. For the first three years, ~hese grants .ere in
support of ,the M~ster Artists series. Since fiscal year 1988-89,
these fund$ have been deSignated for general operating support,
-with the aim of strengthening the quality and visibility of the
exhibition and education program~ an~ thereby increasing the
audience for the Visual Arts4 Since the first grant was received
in 19~5-86, program attendance has grown from 54,000 to 77,000 last
year. The planned enhal"l_ce~ent of Vis'.Jal Arts programs for 1991-92
~ill continue this trend.

The California Arts counci 1 Grant provides matching funds for
exhibitions, equitable artists' fees, outreach and public relations
materials and one-half of related staff salaries. The funds
necessary to match the grant have been budgeted in the Visual Arts
Program budget for 1991-924

Environmental Quality Act and is not subject to CEQA requirements.

staff recommends that the City council adopt the attached Budget
Amendment Ordinance accepting the California Arts Council Grant of
$9,230 into the 1991-92 Arts and CUlture Divisionis Visual Arts
Program budqet for the ex~libition and education programs at the
Palo Alto CUltural Center.

ORDINANCE OF THE COUNCIL OF THE CITY OF PALO .'LTO
AMENDING THE BuDGET FOF THE FISCAL YEAR 1991-92 TO PROVIDE
AN ADDITIONAL APPROPRIATION TO THE ARTS AND CuLTURE DIVISION'S
VISUAL ARTS PR0GRA.'" AND TO RECE!VE MATCHIIIG GRANT FUNDS
WHEREAS, pursuant to the provisions of section 12 of Article
III of the Charter of the City of Palo Alto. the Council on 3une
24, 1991 did adopt a budget for fiscal year 1991-92; and
WHEREAS. the California ~rt5 Council provides matching grant
funds for exhibitions, equitable artists' fees, outreach and public
relations materials; and
WHEREAS, the Palo Alto Cultural Center has' been a\; .. arded the
grant since 1985 tv support the Master Artists Series and to
enhance the quality and visibility of the Visual Arts progra'ltls; and
WHEREAS, th~ necessary funding to match the grant. is available
in the Visual Arts 1951-92 operating budget;
.NOW, TliCREFORE, the Council of the City of Palo Alto does
ORDAIN as fol~ows:
SECTION 1. The sum of Nine Thousand Tw~ Hundred Thirty
Dollars ($9,230) is hereby appropriated to Salaries and Benefits
($4,000), Contract Services ($2,500), Supplies and Materials
($1,000), and General Expenses ($1,710J. in the Visual Arts program
of the Arts and Culture Division, and Grant Revenue is correspond
ingly increased.
SECTION ? This transaction will have no impact on reserves.
SECTION 3. The council of the City of Palo Alto hereby fin~s
that the enact~ent of this ordinance is not a project under the
California Environmental Quality Act and, therefore, no envjronm~n
tal i~pact assessment is necessary.
SECTION 4..
