California Attention: Policy and Services Co~~ittee STANFORD RESEARCH PARK STUDY 1~.pLEMENTAT!QN Qf CITY-RflATfO PQTENTIAL ACTIONS Kembers of the Council, REPORT IN BRIEF This staff report provides information on implementation of thirteen Potential Actions identified in the September 1991 Stanford "-"earch Par~ Study_ The thirteen Actioni are items where implementation is the d!rect responsibilitJ of the City and imple.mentation could be pursued in the next six to eighteen montns. No Co~nci~ action is recommended. However, the Policy and Services Committee could. if desired~ forw~rd to the Council recommendations on any of the Actions. BACKGROUND On October 29, 1991. tne Policy and Services Committee held the initial discussion of the Stanford Research Park Study (the Study was distributed in the October ), 1991 City Council pack.t -CMR:4ZB:91). To. Committe. requested that staff identify which of the 29 Potential Actions could be pursued independently by the City withir, a reawnaoly short time frame and provide information on impiementation tlf these items. DISCUSSION Thirteen Of the Pehr,tial actions ha ..... e been identified as candidates, in 'Mhole or in part, for near term implementation by the City. As stated and numbered iM the Study. the thirteen Actions include the following: Potential Palo Alto Land U.$Jt Planning and Development Actions 1. The City should continue to pursue simplification of the design r~view process for smal1er scale changes to previously approved site plans and buildings. Shortening the time necessary to obtain design approval plus continuation of the express one-stop building permit procedure can facilitate for Park tenants and other applicants the completion of routine building and site modifications. The changes to Title 11 are scheduled for Council review on December 2, 1991. A third Bcth/ity re~ated to this Acticn is an intef'nal staff effort to evaluate and improve customer services. At the direction ~f the City Kanager. representatives from all City departments are participating in 1 project aimed at en~anc1ng customar service to the (ity's residents and business community. Of particular re1e¥ance to the reco~ndations in the Stanford Research Park Study are the efforts. baing evaluated to provide easy-to-understand directories and functional service listings to users of City services to facilitate their -entry" into the City syste~ by provi~ing points of contact, as well as efforts to improve i~terdepartmental cooperation in order to ensure that the customer (resident or business representattvej is moved quick1y and effectively through the City's processes. Potentjal Transportation Actions_ 2. The City shouid continue pursuit of the use of compressed natural gas powered Dr other aiternative fuel vehicles by th~ City and major employers owning venicle fleets. A successful .lternative fuel vehicle program could be an important element in the Congestion Management deficiency plan process and retaining development flexibility fer the Park. DisclJssion: ;n respo~se to the California Clean Air Act and the abu~dance of lnexpenslve domestiC supplies of ~ijtural gas, the Utilities Department is implementing i program to: convert approximately one-third of the City's light duty vehicle fleet to compressed natural gas (CNG) in th. next tnree years; install a -fast" fill public refueling station Similar to existing retail gasoline outlets; and promote natural gas as ~ ~iable a1ter"ative to gas~line. Discussion: Almost all landscaping in tne Page Mill median strip from £1 Camino Real to Foot~il1 Expressway has deteriorated due to the drought and the recent hard freeze. Also, over the years, p1ant materia1s have died due to pDor irrlgation and have not been replaced. Recommended improvem€nts would 1nc1~de design. updating and repair of irrigation, and implementation of landscape improvements. This study should be closely coordinated with the City's a1ready initiated wastewater reuse study. Potent'al use of the reclaimed water from both tne Water Qu.llt~ Control Pl.nt and Res.arcn Pirk cleanup effort. could include Stanford campus 1andscapin9 as well a~ uses in the ParK. pi sc:utts'on: The element of this Actfor. that is already underwa1 is the Water Reclamatfon Master Plan. The foc~s of thil study is t~e reu~e of re~laimed water from the Palo A1tc Regionil Water Quality Control Plant. The final report is due in early li92. The preliminary findings of the study identify several reclaimed water projects tnat are financially and ttc~nlca)lj feasible and consistent wit~ the preservation of the environment and pub1fc health. The use of reclaimed water for ind~strjal processes, such as coolin9 for heat exchangers, has proven to be very costly. The master plan therefore foc~ses on landscape irri91t'o~. Ihe reclaimed water chemistry is compatible with the soil and plant types in most of the study area. Among the compatible sites are Stanford Researc~ ParK and Stanford Un i vers ity. It is anticipated that t~e reclamation projects will b~ imple~nted in four to five phas~s over a period ~f five years. The phaSing of the projects is flexible. The principal diffiCUlty in treating and using contaminated groundwater is that it is typica11y more economica1 to discharge it to the sanitary sewer. Host extraction projects ~ave a relatively small and variable volume maKing reuse difficult. Ho~e~er, the use of contaminated groundwater will increase fer t~o reasons. First, the Regional ~ater Qua1ity Control Plant is requi~lng 1nv~sti9Gtion of llter~ative uses prior to issuance of pe~its for discharge into the sewer. Discussion: During t~e past year, the ~ater Quality Control Plant staff acquired tne computer hardware to interface wit~ the Fire Department data base. As a result, ~ccess to the Fire ~partment's data base by water Quality Cor.trol Plant staff has recently been appro .... ed by the Fire Chief. fn addltion, tne Fire Department is current1y conducting a comprehensive review of its computer software and hardware. T~is review will provide an assessment of the ad!qulcy of the current and future ca.nputing needs. Any future enhancements to the fire Department's data base will take into account the integrat10n of the other City department data bases. 2. The City sho~1d de~elop a funding plan for outfitting with more hazardous material r~sponse equipment the emergency response vehicle recently ordered and expected to be delivered in the fall of 19~2. Oiscussion: Fundi~g for t~e hazardous material outfilling of the emergency response vehicle will cost $75,000. DiscjJssion: Additional coordinated discussions will be pro~fded to t~e Re$earc~ Park tenants by Fire Department staff upon request and according to resources available. The current Fire Code provides lang'Ja91!' for industry responsibilities regarcing hazardous ~aterfals emergency response, including the requirements for p2rsoMel tra1n~ng. \:ritten prote-dures, and Ha~ardous Materials Management Plans and Hazardous ~aterfals InvEntory Statements. Th~ City, in cooperation with Rese3rcn Pa~k tenants and Stanford, shou1d develop Research Park·speclfic electric, gas and water forecasts. The City should ~vlluate the fei$ibility and desirability of auditing the County property tax allocation process to determine whether the City recefves its full share of secured and unsecured property taxes. Additionally, wo,k plan chan9~s and staff turnover haye impacted the office's ability to perform these audits in the current fiscal year. As a resuit, the City Auditor's office will soon be assessing the resources it has available to perform property tax audits. and may postpone them to fiscal ye.r 1992/1993. CONCLUSION The above thirt~en Potential Actions are prima~ily or completely the responsibility of the City. Ot~er Potential Actions are directly related, in varying degrees, to the policies and time commitments of Stanford University and, in SOlIe cues, Researc.h Park. ter.ants. The pri~ary purpos~ of th1S $t~ff report is to provide information that can facilitate further City-Universit,-Park tena~t discussion of Research Park issues. The Policy and Sery;ces C~mmittee shou1d retafn the Study in tommittee for further review as Stanford's Research Park planning efforts progress.
