Report in Brief
This report req\:ests the CO".Jncil reject all bids for waverley
Phase I Gas Main Replacement.
Bagkground
Waverley Phase I Gas Main Replacement was put out to bid on July
28, 1992. Six bids vere received. Vulcan constru~ion and
Maintenance, Inc. was the lowest bidder with $98,173.50. The other
bids were as follows:
James Chalmer construction
Levis and Tibbitts Inc.
Underqround construction
West Valley construction
Hood Corporation
$157,775.00
$158,920.00
$lS5 ,225 .00
$186,775.00
$217,315.00
The engineer's estimate was $170,000.00
On July 30, 1992 Vulcan Construction and Mainten~nce, Inc. sent a
letter to withdraw their bid due to a clerical error and the
oaission of job expenses. Comparing his bid with the engineer's
estimate and the other bid amounts, it is clear that there was a
unilateral error in the Vulcan bid. upon further in-depth review
at the remaining bids it 'Was felt that there was inadequate
experiance on the part of same of the bidders fo~ this particular
project. Since the original project was delayed somewhat and the
9'8S infrastructure proj ect has commenced, it is in the best
interests of the City to reject all bids at this point in time 8nd

rebid tor a larger and more econoEic p~oject.
W4verl~y Phase I Gas Main Replacement will be combi~ed with other
gas :main replacements and the larger project will be bid in
OCtober. 1992. The specifications will identify the specific
experience requirement& called for by the job.
Recommendation
staff recommends that council:
1. Reject all bids from July 28, 1992 tor waverley Phase I
Gas Main Replacement.
