Contract for Wastewater Collection System Augmentation Project
Phase II

This report requests that Council award a contract in the amount of
$362,762.10 to Preston Pipelines, Inc. for wastewater collection
systetl augmentation in various locations throughout the City as
shown on the attached map. In addition, s'taff recommends that
Council authorize the City Manager or his designee to e~ecute one
or more change orders to the contract ~ith preston Pipelines, Inc.
for additional related but unforeseen work. The value of these
change orders shall not exceed $36,276. Funds for this project are
ava.ilable in the FY 92/93 Capital Improvement Program budget for
wastewater collection system Rehabilitation/Augmentation.
Background
In 1989., camp Dresser &: McKee complet.ed a master plan study of Palo
Alto's entire sanitary sewer collection system. This study took
into account the grounawater infiltration and rainfall-dependent
infiltration/inflo ...... studies conducted in 1982 by CH2K Hill. The
master plan study indicated certain facilit.ies are in need of
cap~city ~elief, to handle increased use and peak vast~water flO""",
and recommended improve~ents to correct these deficiencies. The
proposed project is part of this augmentation work.
Project Description
The proposed project will install
wastewater mains in v&rious locations
on the attached map.
Bid Evaluation
2,256 linear feet of new
thro ..... ghout the City, as shown
The project was sent out for competitive bid. Bids ~ere received
from nine qualified bidders on August 18, 1992 1 as indicated on the
attached bid summary~ The bids ranged _rom a lo~ of $362,762.10 to
a high of $736 /165. The Utility Engineering estimate was $414 .. 262.
