This report reco~ends the approval of an ordinance amending the
budget for fiscal year 1991-92 to provide tor receipt and expendi
ture of a grant award for $2,OC~ trom the santa Clara County Office
of Education eCCE) for the purpose of supplementing substance abuse
education.
For five years, the Palo Alto Police Oepartment and the Palo Alto
Unified School District (PAUSD} jOintly participated in substance
abuse prevention programs with the assistance of a grant from the
california Office of Criminal Justice Plannin9 {OCJP). The grant
provided funding for many programs, including expansion of the
number of schools using -Here'S Looking at You 2000." While the
OCJP grant has expired, because of their success, some of these
programs have continued to be offered by the PoJice Department and
t~e School District.
In SeptemLer 1991, the coe issued a request for applications for
Comprehensive Alcohol and Drug Prevention Education (CADPE) mini
qrants up to $5 J 000 to encourage and support law e.nforcement
involvement in substance abuse preventionjintervention programs.
The Palo Alto police Department applied for and received the same
grant during the 1990-91' fiscal year.
Staff submitted an application for the grant with the intent of
using the funds to assist in the continuation of some of the
programs initiated during the CCJ'P program~ Staff was recently
informed by the COE that they have awarded $2,000 to the city~

class has been moved to the middle school level and has
been divided between .Jane Lathrop Sta.nford Middle School

contin'Ue to use "Here's Looking at You 2000· for the
sixth grade classes at both schools. The grant funds
will be used to add more practical exercisea to what
t~acherG have described as a Apaper intensive-p~oqram.
The sixth qraders will have an opportunity to meet and
work with high school students who choose not to drink.
Together during a one-~ay workshop, high school students
will also help sixth graders better unQerstana the
effects of peer pressure, in aCSditicm to identifying
alternative activities tor youths.

staff recommends that the city council acopt the attached Budqet
Amendment Ordinance to reflect the -receipt and appropriation of the
Santa Clara County Office of Education grant a~ard of $2,000 to be
included in the Police Department'$ J991-~2 b~dqet.

AMENDING THE BUDGET FOR THE FISCAL YEAR 1~91-92 TO PROVIDE
AN ADuITIONAL APPROPRIATION TO THE POI.ICE DIVISION'S INVESTlGATIVE
SERVICES PR:>GR.'.JoI AND TO FROVrDE FOR RECEIPT OF GRANT FUNDS
FROM THE SANTA CLA...~ COUNTY OFFICE OF EDUCATION
WHEREAS, pursuant to the provl.sums of Section 12 of Article.
III of the Charter of the City of Palo Alto~ the Council on June
24. 1991 did adopt a budget for fiscal }'ear 1991-92; and
WHEREAS, the Santa Clara county Office of Education (COE)
provides a Comprehensive Alcohol and Drug Prevention Education
{CADPRE) grant to encourage and support la~ enforcement involvement
in substance abuse prevention/intervention programs; and
WHEREAS, the Palo Alto Police Department and the Palo Alto
Unified School District have jointly participated in substance
abuse prevention programs for the past five years; and
WHEREAS, these grant funds ~ill he used to e~~ance exi~ting
drug abuse ed~cation programs provided for in the Investigative
Services program;
NOW,. THEREFORE, the Council of the City Qf Palo Alto does
ORDAIN as follo~s:
SECTION 1. The sum of Two Thousand Dollars ($2,000) is hereby
appropriated to C~:"Jntracts and Supplies in the Police Department'"s
Investigative Services prog~am and Miscellaneous Grant revenue is
corre5po~dingly increased.
SECTION 2. This transaction will have no i~pact on Reserves.
SEC-frON 3. The council of the City of Palo Alto hereby finds
that the enactment of this ordinance is n('lt a project. under the
california Environmental Quality A~t and, therefore, no environmen
ta~ impact assessment is necessary.
SEctION 4.
