This is an informational report. No Council action is required.
The Juan Bautista de Anza Historic Trail was established in 1990
and is one of only seven national historic trails designated by the
National Park Service (NPS). The trail retraces the route taken by
Spanish explorer Colonel Juan Bautista de Anza and his party in
.1775-76, when they set out from Mexico to establish an overland
route through present-day Arizona to California. After a journey
that lasted six months, they founded a colony at San F~ancisco.
The historic trail is of local interest because the de Anza party
traveled up the Peninsula, pa5sinq thro~gh lands that are no~ part
of Palo Alto and adjacent communities. The NPS has identified El
Palo Alto as a potential interpretive area along the trail, since
it was mentioned in the diary of the de Anza party.
The National Fark Service is now developing a comprehensive
manaqe:aaent plan for the .Juan Bautista de Anza National Historic
Trail. The historic trails are not necessarily continuous
recreational trails, but, generally, there are some opportunities
for public access at selected locations. The. NPS plan will
identify historical, cultur~l and natural resources to be
preserved; select public information and interpretive sitesj
specify proceGures for trail markings; map the trail routej and
define cooperative agrel!!ments with public agencies and private
interests. The NPS planning process is anticipated to tak€ 1.13
months, 'With the plan to be completed by January 1994.
'I'he initial public scoping meetings will be scheduled along the
trail route during the next two months. One of the two scoping

process are encouraqed to attend this meeting.
rhe National Park Service functions pri~arily as the sponsor and
coordinator for the trails projects. The implementation of the
trail vill require participation by local governments, private
orqanizations and/or individuals. Staff plans to participate in
this process and provide fllrther information to Council liS the
study progresses.

The Juan Bautista de Anz.a National Historic Trail was authorized ~n August, 1990. It;5
.oue of only seven such trails in the cOlJntr'j'. Other national historic tr31ls in the west
include the Lewis and Clark, Orego~. Mormon, and Santa Fe Trails.
The Historical Event
The trail represents the route taken by Juan Bautista de Anza in 1775·76, when he led a
-cOJlti:lgt="ot of coloni3ls from what is DO\V Mexico across deserts and mountains to found a
colony for Spain at S~n Francisco. Tbe expedition included 2~O people and over 1000 head
of stock.
The National Historic Trail Concept
National histone trails combine recreation aod historic interprt!tation. The historic
pbenomeoa along the route aTe :inked by trail ana roadway marking and by ma.ps and
brochures.. The marking makes it posslble for persons with 3n intense interest in the trail

National historic trails, unlike nationa.l scenic trails, are not continuous recreation trails.
Ho",rever, most of the authorized trails do have at least some segments availabJe for
recreatiocal trail use. In the case of Juan Bautista de ADza, trail proponents have
expressed a 5lIang desire for extended trails for retrace:nent.

The Park Service role is primarily ODe of coordinator for the project rather than land
