Proppsed Changes in Santa Clara county Tran~it District BU5 Service
Members of the Council:
This is an informational report. No council action is required.
The Santa Clara CO' ... mty Transit District Board of supervisors has
adopted a bUQqet for 1992-93 which includes a 10 percent reduction
in transit services (both bus and rail). The service changes are
necessary due to the District's fiscal cr-isis. which has been
exacerbated by declining local sa:ee tax revenues and increasin~
operating costs. Even yith the service reductions, the District's
budget will need to draw upon reserves to cov~r the projected
deficit. This service reduction proposal is the second in t'Wo
years. In 1991-92 the Transit District Board authorized a 5
percent reduction which was implemented in January 1992.
Transit District staff hAS prepared a service reduction plan to
accomplish the 10 percent service cutback (see attached letter from
COll..l'lty Transit). The senrice reductions, if approved, 'Would be
implemented in January 1993. Tfie plan includes service reductions
on several bus lines serving Palo Alto, including Lines 24, 35/35H,
84, 86, 88, 101, 104, 182 and 300.
In order to meet the January implementation schedule, County
Transit staff has established the folloil.·inq schedule for the public

As you have 'most IiI-,;-ly become eware, the Santa Clara County
Transit Dist[ict is currently faced with serious budqetary
proDlems. Over 80% of the revenue that supports the operation of
the transit system is derived from sales taxes generated in Santa
Clara County. Due to a severe local recession, this revenue source
has been declining the last 3 years. Currently. revenues are not
suffi~ient to cover the costs of providing service.
In order to maintain financial stability in the 1990's, the Transit
Pistcict must initiate actions ~hich ~ill cont~in cost£ and being
the~e trends under control. Since almost 90t of the District's
costs are directly associated yith providing bUG and fail service,
reductions in these services are unavoidable. The District's
budget for fiscal year 1;92-93 includes a lOt reduction in transit
services. EYen 'With the propose..:i service reductivns. the
District's budget will still have a $15 million deficit. To cover
this deficit, the District viII be required to use funds from its
dwindling reserves.
The" focus of the proposed service reduction$ was on those rervices
that were carrying the fewest passengers. Special attention was
given to improving produ=tivity on s~bstandard lines. however, all
lines were analyzed ... ith the intent of identifying underutili%ed
segments or portions of service and taking corrective action to
better match service provided with ridership demand.
The proposed changes ~ill be pres~nteo to the public at eight tal
community meetings. District staff will be available at these
meetings to explain the proposals and solicit comments. After all
input has heen received from the public, interested parties and
local jurisdictions. Oist~ict staff then ~ill maKE modifications to
the prop~sa15 to address some of the more controversial items.
staff's final proposals viII then be presented to the
Transportation Commission and the Transit Di~trict Board for final
review and approval in October 1992. Attached for your information
are the dates and times for the community and re'dew/approval
meetinqs~ along with a route-by-route overviey of the changes being
proposed foc the transit system.

modified to operate between Santa Teresa Hospital a~d Weller & Main in

Main and Park-Victoria ~ Dempsey. In conjunction with this change.
Line 71 vould be extended to weller, Main. On ~eekdays, the 5:12 a.m.
southbound trip would be deleted.
Line 67 ("ont~rey , Ford Rd4 to Almaden EXPY4 , Foxworthy)--The route
'Would be extended from Almaden" Foxworthy to Tanlien LRT Station v-ia
Foxworthy, Cherry, and the current routing of Line 83. The line would
no longer serve capitol LRT Station. Midday service on weekdays would
operate eve~y 4S minutes. The hours of service would be approximately
6:00 a.m. to 7:00 p.m. sat/Sun servic~ would operate hourly between
approximately 9:00 a.m. and 6:00 ~.m.
Line 68· {San Jose CalTrain Depot to Gllroy/Gavilan Ccllegej--On
weekdays, the 5:20 a.m. northbound trip would be deleted, and the 4:48
a.m., 5:33 a.m. northbound trips would start at 6th, Hanna. !n
addition, the ~:32 a.m., 1:36 p.m., 2:05 p.m., 2:35 p.m., 3:05 p.m.,
