The national organizing committee, World cup USA 1994, will select 12 cities or regions within the U. S. to host the matches. world Cup San Francisco Bay Area 1994, a non-profit corporation, is coordinating the Bay Area bid to host seven of the matches, including a semi-final match. The matches would be played at Stanford Stadium and candlestick Park. On April 22, 1991, the council adopted Resolution No. 6983 expressing full support for wcrld ~~p San Francisco Bay Area 1994's efforts to have the Bay Area selected as a venue. The formal bid package was submitted by World CUp Bay Area on Hay 1, 1991. As a potential venue, the city has now been asked to adopt a further resolution acknowledging the City's willingness to provide the necessary police, fire, and paramedic services related to the matches at Stanford Stadium and to absolve the national and int8rnational soccer organizations of any financial responsibility or liability in connection with the City's services. i'he cos't.s incurred by the City are to be reimbursed it·om proceeds of the fundraisinq activl ties of the. RESOLUTION OF l'5E CotJNCIL OF THE CITY OF FALO ALTO SUPPOR'rING THE VEJo."UE BID BY WORLD CU£' SAN FRANCIS­ CO BAY AREA 1994 FOR THE WORLD CUP 1994 SOCCER MA.TCHES AT STANFORD STADIUM AND ACKNOWLEDGING RESPONSIBILTTI FOR PROVISION or CERTAIN C~VERNMEN­ TAL SERVICES WHEREAS, upon application made by the United states Soccer Federation (the IIFederation" l, the recognized national governing body for soccer within the United states, the Federation Internati­ onale de Foothall Association (~FIFAW)t the world governing body for soccer, has designated the United states as the host country for the 1994 World Cup, the ~orld's largest single sporting event; and WHEREAS, the Federation has delegated responsibility for planning and implementing the 1994 world cup to the World Cup '94 Organ.izing CO!l'.!3ittee, Inc~ (lIWorld Cup USA 1994"), 'Which, in turn, has recognized the local organizinq Committee ("World cup San Francisco Bay Area 1994W) as the official representative of the San Francisco Bay Area for mat~ers relating to planning Cor World CUp 1994; and WHEREAS, World CUp San Francisco Bay Area 1994 has s"l.lbmitted a bid to become one vf the communities 'Within the united States that .. ill host World Cup matc"bes in 1994, at Stanford Stadium and Candlestick Park; and, as part of that bid, assumes financial responsibility for providing local support services as enumerated in the venue bid package; and WHEREAS~ the City of Palo Alto provides police services for those areas adjoining the Stan-ford University campus and stadium, including supervision of pedestrian and au·tomobile traffic on the streets and sidewalks to and from the stadium, and supenrision of other related activities, such as street vending, which may take place as a result of the 1994 World Cup matches; and WHEREAS, the City of Palo Alto provides fire and paramedic services for those areas adj oining the Stanford University campus and stadium, and, under contract with Stanford University, for the entire campus itself; and WHEREAS, th~ City of ?alo Alto Police and Fire Departments have extensive experience in providing their resrective services in support of major athletic events whic~ occur regularly at Sta~ford Stadium (such as stanford football games, the annual East-west Shrine All-Star football game, the 19~4 Olympic soccer events, and the 1986 Super Bowl); and 1 91lilUpOO~ ~ 1 I i • / .~ ..... WSEREAS, the City of Palo Alto on April 22, 1991 passed a ~esolution of general support for staging and conducting 1994 World Cup matches in the Pal~ Alto/Stanford area; NOW, THEREFORE, the Council of the City of Palo Alto does RESOINE as follows: SECTION 1. upon being selected as a venue site fo~ world CUp 1994, the City Manager is authorized and directed to enter into any ne.-::essary agreements to provide police and fire/paramedic services at the lowest possible cost in order to enable a safe, successful and enjoyable World cup 1994. SECTION 2. The City Manager of the City of Palo Alto is authorized and directed to enter into agreements vith World CUp S~n Francisco Bay Area 1994 that will ensure that the City of Pa10 Alto will be fully reimbursed for the actual costs of proviainq police and fire/paramedic services~ SECTION )~ The above-referenced agreement or agreements may provide that neither FIFA, the Federation, World CUp VSA 1994 nor any director~ member, officer or employee of any of these three organizations shall be held accountable forf or incur any financial responsibility or liability in connection 'With, the police and fire/para~edic services planned and/or provided to the 1994 World CUp by the City of Palo Alto. ~!lch agreements shall expressly disclaim any undertaking. aqreement or d.nty on the part of the City of Palo Alto to defend, indeml"l.ify or hold harmle-ss FIFA, the Federation, world CUp USA 1994, nor any director, member, officer or employee for claims or liability for any reason, including specifically claims cr actions arising out of or related to the police and fire/paramedic services planned and/or provided to the 1994 World CUp by the City of Palo Alto. ~CTION 4. The council finds that this is not a project under the California EnviroTllIlental Quality Act and. therefore, no enviro~ental impact assessroen~ is necessary.
