This staff report recammends that the city C~~cil approv~ and
authorize the Mayor to execute a cont~act in the amount of
$200 1 000.01 with Underground Const~~ction Company, Inc. for the
installation and replacement of street light conduit. Funds were
allocated and are available in the Utilities Department capital
Improvement Program budget for FY 1992-93. Because of the as~
requested nature of the individual service orders used in this
York, no change order authority is requested.
Background
On December 6 1 1984, Council approved a ten year progra~ to
systematically convert all mercury vapo~ and incandescent street
lights in t~e City to more efficient high pressure sodium
street li9hts~ To date, the city has converted approximately 70
percent of the 6 1 000 street lights in Palo Alto to high pressure
socliu.m~
The street light conver~ion program makes provisions for
contracted services to install new street light conduit where no
conduit exists. Much of Che wiring for the old series street
light system is directly buried in the ground. Much of this
directly buried wire is failing and must be re~laced to allow
conve~sion from the series incandescent lamps to high pressure
sodium lamps~ Replacement of existing deteriorated street light
conduit is also required in some locations.

This project involves installing street light cor.duit in fullj'
developed ~esioential or commercial areas, usir.q a trenchless
method to minimize surface disruption and the need for surface
restoration~ The contractor will use a tunneling system capable

electronic monitoring of the tunn~l depth ar.d location to within
one-inch during thE'. trenching process. This 'Will ensure that the
pl~cement of the street light conduit meets depth ar.d position
specifications. All the m3terials {conduit} bo~es, etc.) for the
project will be furnished by the City~
This project 'Will be done by a qu~lified contractor on an "as
requested-basis~ The contract is used much like a Blan~et
Order. In the as-re~ested contract, individual s~~-vice orders
are quoted on a lump sum basis and accepted by the Contractor and
the City tor specific job. Each servic~ order typically has a
value of $5,000 to $8,000. A similar service order contract is
in place for installation of electric services and is working
very successfully~
Based on the experience with the electric services contract, the
electric utility developed a specification and bid item list for
the directional boring to install and replace street light
conduit. The bid list is used for evaluating the competitive
:Cids and for cost control. Each in-d.ividual job, or service
order, will be prepared and quoted, based on the bid list, on a
lump sum basis by the contractor. Each service order will be
acc~ted by beth the utilities Department and th~ contractor.
Upon completion of the work and submission of an invoice, the
contractor will receive payment for the service o~er completed~
The city has the right to decline the services of the contractor
and to terminate the contract at any time. It is expected that
no individual service order will exceed $10,000 in value.
Bid Evaluatign
The project was sent out to seven ~~alified bidders for
competitive bid. The following bids were received on January 4,
1993.

selected as the low bid(je:t". staff is conf ident thF. con~ractor

one of the few contractors who specializes jn using the guided
boring tool fQr installinq underground conduit. R~ferenc9 checks
with local utilities yere good~

Recommendation
