No council action is required. The J¢int Community Relations Committee for the Palo ~lto Airport was eatablished in 1987 ter the purpose of improving and maint~ininq communication between the airport and the community. Responsibility for appointing members to the Commjttee is shared by the City and the County to assure a broad representation of interests on the Committee. The committee ha6 established the practice of preparing an annual report ..... hich sums up the accomplishments of the prior year and identifies a~eas where it will concentrate its efforts during the coming year~ The annual report is presented as an informational document to the Santa clara C01.l.nty Airports coccission and the Palo Alto city Council~ ~ttached to this staff report is the Committee"s 1992 Annual Report~ The chair of the Committee~ Frank Briski, will be present at the COl.lncil meeting to present the report and respond to any Council co~ents or questions. INPUT TO THE AIRPORTS COMMISSION AND CITY COUNCIL The establishment oi a north safety lone north of San franclsQuito Creek on tand owned by the City at Palo A:to woutd be beneficial for both the City as well as the Airport, During 1990 the Committee passed a resoltJ~jon asking that the Santa Clara County Airports Commission request the Board of Supervisors refer this matter 10 the Airport land Use Commission. This has been done, A legel description is being prepared and will be sub~lned to the Cit,,' for review and approval. The safety zone should be established during 1993. 2. SPONSORED ANNUAL AIRPORT DAY -September 27. 1992. The 1992 Airport Day was the most successful to date with O'JliH 4000 attending, many families, Again, there was an interesting cisplay of antiq1Je and unusual aircraft, In add.ition many of the flVlng clubs at the Airport had displays and described their acUvities, A new and well attended feature of Airport Day was Career Dayan endeavor des.igned to high:ighl for young people tile wide range 01 career opportunities availab'e in aviation. This objective was achieved as representatives 01 the maio'!' airl1nes, tile FAA, Bay Area airp0:1s, the Military and other aviation related organizations were on hand to describe opportunities available and the educaflon required to t6'Ke advantage of them. New and (Tiost welcorre was the City of Para Alto jo~ning t~e Santa Clara County Aviation Division in sponsoring the event and providing SLJPport. Plans are underway to hold the next Open House on Sunday September 26.1993. 3, PROVIOE OUT-REACH AND INFORMATION TO THE COMMUNITY, An out -reacn program to the young people of East Palo Alto is being coordinated between the Ravenswood School District and the A.irport. Planned are such things as an after scht.-ol Aviation Club as wei! 6S airplane rides for students who perform weli in mathematics. The ... !.oint Community Relations Committee was concerned that primary media coverage rela1ed to the Open House has been limited. However,due to aggressive action coverage of the 1992 Open House was significantfy greater 1han for previous Open Houses.This is one of the reasons for the improved attendance. Efforts are still being made to obtain bener coverage ot a wider varIety of airport subjects; not jus'!: accidents. In addition p!ans are bein.g made for gieater participation by both a~~port and communitv .groups in airport activities. 4,ECONOMIC IMPACT STUDY For several years an efton was made to determine the economic impact of the Palo Alto Airport u!>On the City using a model developed by the S(ate of California. While a considerable quantity of desta \'Vas conected, essential data could not be obtained as some businesses considered it confidential.lacking this data, it was not possible to obtain valid lilforrnation from the model. Therefore, the Airport Economic Impact Study was terminated. 5, By LAWS The JeRe has been operating under minimai guidennes passed bV 1he Airp.ort Comm~ssion when establishing the Cc,mmittee. In partIcular there was a need to address membership res,ponSibilities. Arso frnancial guidelines had to be established, as Airport Day requires the need to handle funds. A s.et of bylaws have been approved by the Committee. Additional approvals might be required. ,. - 6. "IRPORT FINANCIAL STATUS & PHYSICAL IMPROVEMENTS. The Comminee continues to monitor the financial stEl1US of the Airport as WE!il as the anticipated pr.ysical improvements. Attent,on is also being given to the S1aius of funds received by the County .end the City as the result of sales tax revenues, personal property taxes, possessory interest taxes and FAA Airport lmprovement Grants. 7. NOISE·COMMUNITY INPUT During 1992 the Committee continued to carefully monitor data from the FAA Tower Chief and the Director Of Aviation regarding noise complaints. During 1992 fourteen complaints have been recorded; the majority from ~ast Para Arto. The Committee has taken a very active roll in successfu!ly resolving these compiaints. These actions included meeting as a ~FOUP when possible with the complainers to resolve the problems, visiting when appropl'iate the location of the complaint, and arrar.g~f"lg for flight instructors tv meet with the complainers to explt:;. ... airport flight procedures. In addition a sign has been erected 2t the departure end of Runway 30 reminding ptlots of the depart'Jre path and also to be a -good neighbor-. 8. PARTICIPATE !N THE DEVELOPMENT OF AN AIRPORT EMERGENCY PLAN AND ITS INTEGRAT!ON WITH PALO ALTO'S Er..lERGENCY PLAN. The Palo Alto Airport Safew Comminee has continued to deve-!op ar, emergency aviation plan to provide support to Palo Alto and neighboring communities in the event of a disaster or an emergency. The Committee has played a coordirlating role in the pian's development and finalization. Areas of special anention include integrating this plan with Palo AltO'S emerge:ncy plan and providing for t;le suPPOrt of the Califom,a Division of Forestry's aircraft. \ \ ."';~~~:~~ , - 9. THEFT OF ELECTRONIC EQUIPMENT FROM AIRCRAFT. The theft of electronic equipment f~om aircfaft parked at the airport has become a major problem in 1992 as it is occurring too frequentlv and the stolen equipment is costly to replace. In 19S2 there have been a total of 25 airplane robberies including two complete aircraft compared wrth only 6 incidents in 1991, The Commfttee is working with the County Airports Division~ the Palo Aha Police Department and the Palo Alto Airport Association to find a solution to this problem.
