This report summarizes the procedure used to select a consulting
firm to develop, organize and implement ongoing prcmotional
proqrams to provide can"t-inuing education for the recyclinq program
in Palo Alto and reC'"ommends one firm with ....,hieh st.aff should
negotiate an agreement. This project was auong those for which the
Policy and Services Committee indicated it wished to participate in
the consultant selection review during fiscal year 1992-93.
Background
Since 1989, the City has been focused on ~~e implementation of the
Integrated Waste Management Act (AB 939). This Act re~~ire~ every
municipality in California to reduce its solid waste 25 percent by
the year 1995 and 50 percent by the year 2000. A key element for
meeting these diversion goals is to ~ducate the public on all solid
waste issues. O!"lgoing promotion of the City recycling program
provides excellent educational opportunities to incre~se and
sustain citizen 3upport for the recycling program.
The goals of this project are to: educate residents about solid
~aste issues by providing educational, interactive activities for
children and adultsi el'lco'.lrage those "'ho are currently not
recycling their materials curbside to begin recycling them;
recoqnize residents who are diligent recyclers; and support the
activities and events with ir.formation which not only promotes
recycling, but also educates in the areas of waste reduction, and
waste reuse, The scope of work includes: recognizing residents
'Who continually participate in the curbside recycling program;
designing a nmascot" and a poster contest which 'Will teach K-6
children about recycling; and developing an interactive event to
raise the "family" awa~eness of recycling and waste reduction.
Piscussion
Staff began the selection process by soliciting interest from firms
that appeared capable of developing the proposed promotional events

to enhance the city Recycling Prog~am. The firms were identified
from the Recycling program's consultant files, which contain
background information and qualifications of consultants who have
expressed interest in providing services to the City. A request
for proposal was sent to eleven firms.
TWo of the eleven firms responded by the closing date af December
15, 19924 Several of the firms who did not submit proposals called
co explain that the work was either too large or too small in scope
for them. The tw-o firms submitting proposals · .... ere:
Ross-Campbell, Inc., Sacramento
Gainer and Associates, Arcata/Oakl~nd
The Selection Advisor}· Commi.tte,e, consisting of staff from the
Public Works Department, Operations Division {Solid Waste proq~am}
found both firms to be highly qualified and capable of performing
the work. The committee carefully reviewed each firm~s qualifica
tions with particular emphasis on relevant experien~e, and recom
mends Gainer and Associates for the follcwing reasons:
• Depth of ~xperience in developing and deeigni~9 public
information, special events, and special awards programs for
municipal government agencies~ especially recycling and waste
reduction pr~rams.
• Knowledge of the city of Palo Alto Recycling program, and AB
939 requirements.
• Overall qUality of the consultant team assigned to the
project.
• Thoroughness in responding to the request for proposal.
• Demonstrated understanding and technical approach to the scope
of work.
• Positive reco't!Ul'tendatiom:: received from previous clients.
If the Policy and Services committee approves of the recomme~da·
tion, contract negotiations ~ill begin with Gainer ancl Associates.
If staff is unable to reach an agreement witn this firm, negotia
tions will ther. commence with the second firm, Ross-Campbeli~ Inc.
When the agreement has been successfully n~qotiated~ it will be
submitted to the City Council for approvaL
Recommend3tion~
Staff recommends that the Policy and Services Committee direct
staff to:
1. Commence negotiations ~ith the firm ~f Gainer and Associatas
for consultant services to assist staff with promotional
development for the City of Palo Alto Recycling Program.
