The California Land Conservation Act (Williamson Act] of 1955 has been successful
in discouraging tne unnecessary (al1d premature) conversion of agricultural hnd
to non-agricultural uses by al Towing loca1 governments to assess taxes on
agricultural land at rates lower than the property's "highest afld best use l

]969, the legislature p.c=ssed the companion Open Space-Subvention Act, which
provides for payments by the State to participating cities to offset the loss of
property tax revenues in administering the Williamson ~ct.
There are current1y 22 properties in the City of Para AHa, amounting to a total
of 467 acres, which are enrolled in Williamson A:t contracts (see attached ~ap
and list of properties). Pursuant to the requirerr.ents for c.1aiming subventions
for th£'se properties, the Department of Planning and Con-..munity Environment has
annually submitted to the State the forms necessary for the reimbursement.
Until this time l the person assigned to preparil'1.g the subvention forms, gererally
a Senior Planner, has been able to sign as the authorized City representative for
the prognm. However 1 according to the provlsions of ne:w"'iy+enachd Government
Code Section 15154, the State Department of Conservation has the right to set the
rules by which cities apply for subventions. Subseq:uently, tht:-y nOiN require tnat
each city provide a City Council resolution \IIhic.h deSignates an authorize-d
Williamson Act representati',le, if there has been a change since the last
submithl. Since the person who pre~ared and signed our forms last year has
ceased to be employed by the City, a new authcrrized representative must be
designated to sign these forms, now and in the future. The attached resolution
~ill luthorize the City Manager to sign as the City's representati~e.

SUBVENTION (WILLIAl'f..sON ACT) DOCU'!'.ENTS ON BEHALF OF
THE CITY OF PALO ALTO
The council of the City of Palo Alto does RESOLVE as
SECTION 1. The city Council does hereby designate the City
Manager as the represer.tatlve of the City of Pale Alto author~zed
to sign Open Space subvention (Williamson Act) documents as may be
required by the Department of Conservation, Office of Land
Conservation, R~sources Agency af the S~ate of California.
SECTION 2. This is not a proj ect for purposes of the
California Environmental Quality Act ("CEQA-).
