The purpose of thi5 i:eport is to request Council approval for a
contract for-armored car service ',,;i th Loomis Armored, Inc. The
armor ad car contract is a continuatior· and expansion of service
provided since 1976.

Armored transpo~t service provides frequent, safe and secure
collection of revenue at the City's seventeen cash handling
locations. Courier service has been provided by Loomis Armored,
Inc. continually since 1976. In 1989, issues pertaining to
employee> safety and asset security .... 'ere rc:lised by City staff and
the City Auditor. To ensure security and employee safety, staff
recommended and th~ City council approved expanding courier service
to ten additional city locations. Courier service ~as eA~anded to
include Mitchell Park Community center, Cultural Center, Main
Library, Junior Museum, Children's Theatre, Community The~tre, and
four pool areas. Prior to ccntracting with Loomis Armored, Inc.
for service to these locations I a part-time employee in the
Purchasing Division of the Finance Department ~5S responsible for
transporting cash, in addition to material deliveries.
In December 1989, Council approved a one-year contract ..,hich
included th.e ten new-locationsj staff ..... as also given permission to
negotiate a one-year extension. In early 1991, staff exercised the
option to negotiate a one-year extension of the current contract~
That extension expires on December 2, ]991.

During th~ term of the current contract, staff has recognized the
need to add t-...:o ne10i locations. courier servic~ is needed for t.he
newly established Utility Processing Center at 425 Bryar.t, and for
the CUhbe!"le~' Co:m:munity Center. Funds for the Pro::::ess ing Center
were approved in the 1991-92 Utilities Department budget. Funds
for the Cubberley Community cent~r are avail~blE in the commu~ity
services Department.
On September 1991, staff issued a Request for Proposal (RFP). By
the proposal due date of October 15, 1991, Loomis Armored, Inc .... 'as
the only contractor to sUbmit a proposal to the City' 5 RFP.
Information pertaining to facility location, C0St to the City, and
shipment liability is shown on Attachment A.
The total annual contract cost of $42,000 represents a 20 percent
incr~ase over the last year of the previous contract~ Six percent
of the increase is due to a rise in cost and 14 percent is due to
the two ~ew service locations.
The contract is fer a 12-month period and is ",'ritten for an amount
not to exceed $44, 000. The addi tiona 1 $2 ,000 is a contingency
amount to allo~ for service changes which may be necessary during
the life of the contract. Funds for the period December 1991
through June 1992 have been budgeted in the 1991-92 budget for each
affected city department. Funds for the remainder of the contract
wi11 be included in the 1992-94 budg~t .

negotiate two one-year extensions for armo~ed car service when this
