Implementation of the A~ericans with Disabilities ~
Members or the Council:
This is an informational report; no council action is required at
this time.
On July 2, 1990, the U.S. Congress passed the Americans tiith
Dieabilities Act 'ADA) that guarantees disabled i~dividuals equal
riqhts and provides for non-discrimination and accommodations for
persons .. ith disabilities in employment, transportation, government
sarvices, communications and public facilities.
On September 6, 1991, the U.S. Department ot Transportation issued
the Final Rule (regulations} regarding implamentation of the
transportation provisions of the ADA, which mandates that public
transit age.ncies provide complementary paratransit services for
disabled individuals who c:;;annot use fixed route service4
Paratransit services must be ~comparable" to the level of services
provided to individuals without disabilities ~ho use fixed route
service. Each public transit district must sub~it a plan to the
Urban Mass Transit Transportation Administration (UMTA) by January
2', 1992. Full implementation of the plan l'llust be completed by
January 1997~
The Santa Clara County Transportation Agency bas issued a draft
Paratransit Plan which is currently being circulated for public
COlUIDent. Community mE:etings arl? scheduled throughout the county
during mid-November (see attached notice). TWo public roeetings
have been scheduled in Palo Alto on Tues4ay Nove~.r 19, 1991 as

The Paratransit Plan l as currentl}' proposed would have direct
impact on the City's project Mo:bil ity transportation proqra1!l.
Staff is participating in the SCC'TA's Paratransit Plan Advisory
Committee and is currently reviewing the draft plan~ Staff plans
to attend the two palo Alto me~tings and ~ill return to Council
with a full re~~rt in e~rly December.
