HomeMy WebLinkAbout0545.091December 51 1991 HONORABLE CITY COUNCIL Palo Alto, California STATUS REPORT REGARDING SAND HILL ROAD STUDY Members of tile Council: This is an informational report concerning preparation of the Sand Hill Road Environmental Impact Report. No Council action is required. An agreement between the city of palo Alto and ElP Associates, for p~eparation of an Environmental Impact Repo,t for Sand Hill Road, was reviewed and approved by Council on September 3, 1991 {CMR:388:91}. The agreement was fully executed with an effective date of September 30, 1991. Thereaftel", EIP lIras advised (Attachment l} that it could beqin necessary work on the study; however, a formal start date for the agreement would no~ be estaplished until the City had received a formal project application f~om Stanford University. Discussions between City staff and Stanford staff, regarding the project application, led to an understanding that the project application would be sub~itteQ to the City on or aDout November 1st. More recently, Stanford has advised the City (Attachmant 2) that it now wishes to delay the start of the Sand Hill Road ErR until February 1, 1992, in order to provide additional time to refine plans tor the Stanford West housing development and the update of the regional plan for the Medical Center. Consequently, City staff has advised EIP Associates (Attachment 3} that it sho~ld suspend further work on this study until such time that Stanford suh~its the necessary project application, for which February 1, 1992 is the current anticipated date. CHR:545:91 Work completed to date by EIP Associates includes the collection (.'f additional tr::lffic count data and some ini tie.l organizational 'Work. Cost& related tv such ~ork: as w~ll as those necessarf to achieve the suspension, ~ill be paid under the terms of the existing aqr.eement. At such time that a pr¢ject application is received, the term& of the agreement will be reviewed and, if changes are ~equired~ appropriate modifications ~ill be negotiated. ~taff will continue to kee~ council appraised of the status of this project, as progress warrants. Since the project application is not yet available for you to use, the formal start date for the agreement will be scheduled for Nc.vember I, 1991. Howe.ver, appropriate costs you. incur following the effective date of the. agreement and prior to November 1, 1991 'Will be eligible for rei~ursement under the terms of the contract. 2. You ,have proposed that Ter~nce O'Hare replace Joan Kugler as Project Coordinator for EIP. A replacement is necessitated by the fact t:hat Ms. Kugler is no longer employed at EIP~ Having interviewed Mr. O'Hare~ revie~ed his qualifications I and checked several references, ~e have concluded that he is well qualified to serve in the designated capacity. Therefore, Terence QIHare is approved as Project coordinatDr for this study. It is our understanding that you will continue to serve as Project Oirector~ as specified in the agreement. 3. I have initiated preparation of Change Order '1 for the subject agreement (a copy of ~hich will be forwarded to you under separate cover). I would like to emphasi~e that this action is taken with much regret, and in no way reflects any concern about your ability to perform the necessary work, or the progress to date. Contrary to previous on-going discussions, Stanford University bas decided not to submit a project application for the Sand Hill Road project at the present time. Rather, as per a letter dated November 20, 1991, stanford t~els it is necessary to complete some internal activities related to the Stanford West housing development and Medical center Plan l before submitting the necessary project application for Sand Hill Rond. Any costs you have incurred to ddte, as 'Well as those necessary to achieve the suspension of fUrther 'Work, should be documented and forwarded to tr~e City of Palo .Alto for payment ..
