would be sub~itteQ to the City on or aDout November 1st.
More recently, Stanford has advised the City (Attachmant 2) that it
now wishes to delay the start of the Sand Hill Road ErR until
February 1, 1992, in order to provide additional time to refine
plans tor the Stanford West housing development and the update of
the regional plan for the Medical Center.
Consequently, City staff has advised EIP Associates (Attachment 3}
that it sho~ld suspend further work on this study until such time
that Stanford suh~its the necessary project application, for which

Dear Marvin:
NO'I :? -.
I regret 10 report that my Stanford colleague!; and r have decided we would be wj.~ to dtJay the
Sand Hill Road EIR for two more months. to give us a Ii rue mon: time to develop data
As you know, we are in the midst of major planning eft'ort.s. for two are~ adjacenl to Sand Hill
Road -we are reflIling p!ans for the Stanford West housing development, a. ... d updating the
regional plan for the Medical Cc.nter. We will know much more about thrs: plans in two
months than we know now. and will then ha\'e a better kJea of the kveI of devetoprnent we
expect to propose in the next 15 years.
Om-internal planning schedules will enable us to fUe OUT Sand Hill RoovJ pmjo:t application in
late January. so the EIR consultan ts can start work. February 1.
Thanks for your patience.
Sincerely.

ATTACHMENT 3

The purpose of this letter is to request tl'lat you suspend any and
all fwther worlc related 10 rite "Agreeme1l1 between the CiIy of Palo AllO and EIP
Associates for Preparation. of an Environmmtal Impact Report", dated September
30, 1991. I would like to emphasi~e that this action is taken
with much regret, and in no way reflects any concern about
your ability to perform the necessary work, or the progress to
date.
Contrary to previous on-going discussions, Stanford University
bas decided not to submit a project application for the Sand
Hill Road project at the present time. Rather, as per a
letter dated November 20, 1991, stanford t~els it is necessary
to complete some internal activities related to the Stanford
West housing development and Medical center Plan l before
submitting the necessary project application for Sand Hill
Rond.
Any costs you have incurred to ddte, as 'Well as those
necessary to achieve the suspension of fUrther 'Work, should be
documented and forwarded to tr~e City of Palo .Alto for payment ..
I wanl to emphasize thaI this if a remporary smpension of work, Qnd not a termination.
of the agreement. The City of Palo Alto fully intends to proceed
with this agreement~ ~t such time that Stanford submits the
necessary project application~ We currently anticipate
February 1, 1992 as the date by ~hich the application may be
submitted.
At such time that a project applic~tion is received, we ~ill
need to review and discuss the terms of the agreement and, if
any changes are required, negotiate appropriate modifications.
