Members of the Council:
Every year Palo Alto has the opportunity to apply for State
Transportation Development Act (TCA) funds for bicycle and
pedestrian proje~ts. This report outlines staff recommendations
for projects to be includ.ed in the three year priority list of
bikeway and pedestrian proj€~ts in Santa Clara county d~d
recommends that council adopt ~he attached resolution a~thorizing
the submittal of grant applications for the following projects,
listed in priority order:

In 1Jlid-November. the Santa Clara County Transport.ation Agency
issued a letter (Attachment 12) notifying all cities i~ the county
of the availability of state 'J'DA Article 3 f"undir.g for bicycle and
pedestrian projects in 1993-94. Beginning this j,rear; '(he County
TPA application process incorporates the r.e,*, mandates fr-om the
Metropol i ta.n Transportation CCrTilliissi on (pursuant to state
Transportation Control Measure #9) requiring the county and cities
to establish bicycle advisory committees (BACS) to r~view and
prioritize projects.

The prog~am implementation Co~mittee (a sub-committee of the
Transportation Commission) will ,,",ork witr-, the COL:nty BAC to develop
a three-year countywide TOA project priority list. Ha"-lle'.'er, since
MTC approves proj ects for only the upco:r.ing f isca 1 }'ear, just those
projects listed in the plan tor 1993-94 ~il] be reconrnended to MTC
for TDA funding.
For 1993-94, the Trc:lnsportation Agency statf 1"';i~S indicated that
Santa Cla~a County will be entitled to approximataly $870,000 in
TDA funds, or approximately the same funding as in 1992-93. Based
on past experience, Palo Al to I s minirruID pro rata share of the fUnds
is estimated to be about $35,000. However, historicdlly Palo Alto
has received grant allocations in excess of its minimu~ share.

The Bryant Street Bike Boulevard received the requested 'I'DA funding

grant to Palo Alto for the Bike Lane I~prove~ents, but the project
was included in the 1992-97 CIP, and ""ill be irnplE'.mented this
fiscal year 'With City funds.
D',u·ing the past year. Palo Alto has pursued federal and state
funding for two ne-" bicycle improvement projects: (1) the Al;na
Stteet Bicycl'3 Bridge Project, ai1d (2) the Embarcadero
Pedestrian/Bicycle Bridge and Bike Pat.h Extension. In addition to
these federal and state funds, it is recommended that the City
apply .for TOA funds in 19S3-94 as described in the following
paralZI'aphs, to secure needed supple::J1ental fund ing for these two
pr-ojects.

The total budget for the project identified in the Proposition 11£
application is $218,500. The Proposition 116 grant will cover 90
percent ($196,650) of the total project ccst. The remaining 10
percent is to be shared equally by Palo Alto and Menlo Park. It is

be available as of July 1, 1993.
The proposition 116 project applications for the Ba~' Area reg.ion
hava recently been evaluated by MTC and CaltraMs District 4 staff
using screening and scorir.g criteria adoptE'd by the <:alifornia
Transportation Corr,mission (eTC). MTC staff has ranked the Alma
street Bicycle Bridge Project third of (Oyty sev~n projects in th€
region. These recomnendatio:1s ""ill be far .. arded te, the full MTC
board on January 27th; and the eTC will hold public hearings on the
statewide rankings in April and allocate the Proposition 116 funds
in May.
In sUm:r!iary, ~tatf is optimistic that the project will receive
proposition 116 funding as requested, and therefore an application
for TDA funds to cover the local match requiremeflt is timely and
appropriat-e. A copy of the TDA appl ication. focm is provided as
Attachment 3.
Embarcadero Pedestrian/Bicycle Br:i,.qg_I? and BikE! Path _~_xter.sion
Th@ Embarcadero BridgejPath project involv@s the construction of a
grade separated pedestrian and bicycle bridge over Embarcadero Road
adjacent to the existing railroad bridge, and completion of a .85
mile segment of bik~way between ChurchU 1 Aver,<Je and University
Avenue. The project _ill provide ~ missing link in a designated
City bikeway that parallels the CalTrain right-of-~ay from the
nor'th City limit 'With Menlo Park to the south Cit}' limit with
MOUntain View,
During 1992, Palo Alto participated in the process that culminated
in the development of the 199] Transportation Improvement Program
{TIP). Ultimately~ the only Palo Alto project to be included in
the 1993 TIP was the Embarc~dero Pedestrian 3ike Bridge and Bike
Path Extension Pl.-oject (refer to CMR:-413:92, dated september 10.
1992) .
The original cost estimate for the project was $400,000. Of that
am.ount/ $32D/OOO w'ill be covered by Congestion Mitigation and Air
Quality Improvement program (CMAQ) funding, and the remaininr~
$80,000 by local match fund!::; ($34,000 in mitigation payments by the
Holiday Inn for construction cf the path). and $46. OOG in State
Transportation Systems Management. (TSM) matching funds 4 In

additional CMAQ fund~ ~ould not be available for ca~t in~reases.
Since the original project budget ...... as developed. staff has
initiated a feasibility study (eIP 19]19) to develop a master plan
for the referred alignment for the Embarcadero bridge and path.

Staff recott'.11lcnds that Palo Alto re.quest $50,000 in TDA f'L'nds in
each of the ne~t two years to supplement the existing CMAQ funding
for the Embarcadero Ro.;.'l.d Bicrcle Bridge project. (A copy of the
TDA Application form is provided as Attachment -4.) The funding
request is split over two years because it is more likely that Palo
Alto would be awarded t'Wo consecutive grants at a lower fundir..g
level than one larger grant in a single year, The ':1rants, if
approved, ~ould be available when needed fcr construction in 1994-
95.

Tha Palo Alto Bicycle Advisory committee met on January 5, 1993 to
review and prioritize TDA Article 3 grant applications for 1993-94
funding, The committee considers both the Alma Street Bridge and
Embarcadern Bridge and Bike Path extension to be high priority
projects. The committee voted unanimously to support the staff
proposal described in the December 29 transmittal (Attachment 5) to
the Transportation Agency, and as ou'tlined in this repo:tt. A
memorandum fron. PABAC is included as Attachment 6.
Env:.ironmental AssessmeTlt
A request for f'..:.nds is not considec-ed a pc-oject under the
California Environmental Quality Acti, therefore, no environmental
assessment is needed at this timt'!. However, city staff will be
preparing environmental analyses for each project during the next
two to three months, since full environmental documentation must be
SUbmitted to MTC to complete the grant applicatio~ p~ocess.

of providing pedestrian and bicycle facilities; and

and pursuant to the applicable rules and regulations thereunder (21

As a result of MTC's adoption of its State Transportation Control
Measure (TCM} Plan, MTC has r@vised the TDA Article 3 fundi~g
guidelines foc bicycle and pedestrian projects. The TCM Plan reflects
MTC'S intent to implement the California Clean Air Act requirements
for mobile source emissions. specifically, State TCM #9 requires that
cities and ~ounties have bicycle committees and adopted comprehensive
bicycle plans to be eligible for future TDA Article 3 f~nds beginning
~ith this up-coming FY 1993-1994 funding cycl~.
To begin the County process, the County Board of Supervisors have
taken action to establish the County Bicycle Advisory Committee (BAC},
Once the Board has appointed members to the C~unty SAC, the Program
Implementation Committee (sub-committee of the Transpcrtation
Commission), will co~rdinate with the County BAC to develop a
countywide prioritization list based on City/County project lists and
reviev the overall County Bicycle Plan.
The TDA funding criteria requires that bicycle projects be included in
one or more of the following: a detailed bic~cle circulation element
or plan included in a qenera:l plan or an adopted comprehensive bike ..... ay
plan. It is our intent to include in the Countywide Eicycle plan a
list of potential bikeway/pedestrian projects for each lOG?1
jurisdi~tion applying for TDA Article 3 funds. If you ar-e intending
to apply for these funds, please submit a list of potential proj2cts
by December 31, 1992, for inclusion in the County Bike Flan to Sylvia
Alvarez, ~ran6portation Agency, Advan~e Pla~ning, 3331 N. First St.,
Bldg. B, San Jose, 95131.
A fe~ cities have already established BAC~s and have completed city
Bicycle Plans. Cities planning to apply for the next round of TDA
Article 3 funds should begin organizing their Bicycle Advisory
Committee, as well as developing Bicycle Plans. However, MTC may
waive the plan requirement if a ju[isaiction can demonstrate progress
toward completion of a plan.

AS 3090 which corrently awaits the Governor's signature, allows TCA
Article 3 funds to be used for the preparation of cicycle/pedestrian
faci.lities plans. BO'J1evec, AS 3090 does restrict allocation of TO)..
Article 3 Funds to a jurisdiction for this purpose to once every five
years. As a reminder for those claimants who received disbUrsement or
obli9ate~ Article 3 funds during FY 1991-92, please submit a certified
fiscal audit to MTC and the State Controller by December 30, 1992.
Claimants who did not receive or obligat~ Article 3 funds during FY
1991-1992 must provide MTC with a letter stating th~t no expenses were
incurred. Documentation must be received by MTC prior to the
allocation of TDA funds to claimants.
For your reference, a copy of MTC~s TDA Arti~le 3 requirement~ has
been enclosed. please refer to the MTC Fund Application Manual
(Revised), or Attachment A to MTC ~€S. No. 875 (TDA Article 3,

projects we plan to sub~it for TDA Article J funding for
the Pi 1993-94 application cycle.
1. project: Alma Street Bike Bridge
TDA Funding Request: $12,000 in FY 199J-94
Project Description: Construction of a bi)r:e br idqe
over San Franclsquito Creek a~d short bike path
segments to provide an essential missing link be~ween
existing bike facilities in Palo Alto and Menlo Park.
This is a jointly sponsored project of the cities of
Menlo Park and Palo Alto. The requested TDA funds
~ill be used as Palo Alto~s local match monies against
Proposition 116 funding for the project.

On Tuesday I ,)Cl.nuary 5, 1993, the Palo .~lto Bicycle
Advisory committee formally reviewed and considered the
proposals for the City's application to the Metropolitan
Transportation commission for Transportation Development
Act (TDA} Article 3 funds for bicycle and pedestrian
projects in 1993-94 and 1994-95.
By unanimous vote, the COrnnlittee endorsed the
applications for TDA funding of the Alma Street Bicycle
Bridge Project and the Embarcadero Pedestrian/Bicycle
Bridge and Path Extension Project as re<::o,nmended by staff
in the letter dated December 29, 1992 to the
Transportatio~ Agency.
PABAC members consider both projects to be top priorities
