The purpose of this report is to r€co~m~nd that the council
authorize: the Mayor to execute an .easement agreement W'ith Leland
Stanford Junior University (AttachY.\e.nt 1) related to propose.d
improvements at the Welch RClad/Pasteur Drive intersection.
BACKGJ(:OUND
Stanford University is required, by pr€viously agreed upon
environll'.ental mitigation ·measures, to mdKe ccrta in imprOVe1l:1ents to
the Welch Road/Pasteur Drive intersection. specifically, the 1100
Welch Road project required the addition of a right-turn pocket on
westbound Welch at Pasteur, and the previously completed Welch
extension project (from Pasteur to can·pus Drive) require.d the
instal1ati r::n of a traffic signal at this intersection. The.se
ll"Iitigations are now being constructed because they nave bee.n
"triggered" 4 In the annual traffic monitoring program agreed to by
the City of palo Alto and Stanford UniversitYt road~ay improvement
mitigation measures do not occur until traffic cO~lditions have
reached the agreed upon level required "to ~trigg8r~' cD~s"':ruct.ion of
the mi tiqation.
The proposed project include~ the follo~ing:
1. Widening the -westbound Welch Road approach to Pasteur Drive by
10 feet for a distance of 200 feet (plUS a 100 foot taper), to
provide an exclusive rignt-turn lane aud thro~gh bicycle lane.
2. widening the portion of Welch :Roa.d tbat li~s bet",~en the two
one-way legs of Pasteur Drive. The ~idening ~ill be 5 feet on
both sides of Welch Road, and will provide space for one
through lane, one exclusive left-t'J.!""n lane, and a bike la.ne in
each direction~

including pedestrian heads and buttons, bicycle sensitive loop
detectors, and pedestrian c:t"oss· .. ·al)::s and handicapped ramps.
4. I.. lan(l.scaped planting strip and sidewalk along all affected
portions of Welch Road.
5. Trees displaced in front of )100 Wglch Road will be
transplanted to a new planting area. In addition, the 12 oak
trees, required as mitigation for the Parking structure and
Faculty Practice Prog:r-am projects, .. ·ill be planted as part of
this project.

Included as Attact.ment 1 is a proposed Roadway Easement Aqree!!tent,
-,.,hereby Stanfoyd grants and conveys to the City an easement, fClr
street and roadway purposes related to the proposed project, to
~iden a po~tion of Welch Road at the P~steur intersection.
PROJE~ CO~TS
The estimated cost for the proposed project is approxima.tely
$335,000, i:1cll.lding c.':)nstruction and other related project
development costs. stanford will provide the necess&ry easements
and pay all costs for impleI!lentaticn of the j oprovernents and
rel.ated changes. Thereafter, the City of Palo Alto will assume
fuLl. responsibil ity for maintenance, traffic control, anforcement
and other related functions.
Minor intersection improvements arid traffic $igna 1 installations
are categorically exe.mpt under the California Environmental Qualit:t
~ct, Class 1, Section 15301.

For valuable consideration paid by Grantee, receipf whereof is hereby
acknowledsted. Grantor does hereby grant and convey unto Grantee, its successors and
