Pollution Prevention program~
Background
The discharge permits issued to the city for the 'R,WQCP and the
storm drains both require the city to control pollutant discharges
from Vehicle Services Facilities (VSF)~ VSFs include ~uto repair
shops, body shops, car dealers, car washes, similar facilities for
trucks and. large equipmer.t, and the Palo Alto Airport~ Such
facilities are a source of oil, qrease, solvents and heavy metals,
which flow through the sanitary se'Jer and storm drains to San
Francisco Bay. Discharges to the sanitary sewer are tre~ted at the
RWQCP, but the treated wastewater does not comply ~ith new
extremely stringent )f;ctals standards~ Discharges to t'he storm
drains receive no treatment prior to discharge to the Bay~
The program envisioned far the VSFs consists of:
1. Development of an ordinance and Best Management Practices
(BMPs) •
2. Site visits to explain the ordinance and describe the BMPs.
3~ Positive reinforcement and public acknowledgement fot' those
facilities observing the BMPs.
4. Compliance inspections follo'wing the proposed October 1. 1992.
effective date of the ordinance and appropriate follow-up
enforcement.

The consultant agreement Scope cf Work will prime:rily focus on
Tasks 2 and 3 during the first year of the contract. The agree~cnt
may t-e renewed for t .... o additional }'ear-s ar.d the tasks !'r1_odified as
the program proqresses.

All six firms were interviewed. Uribe i Associates is recommended
for selection because of the firm~s understanding o~ the concer~s
and special problems of small businesses and the vehicle service
industry in particular; i t.s proximity to and knowledge of the
service area of the RWQCP; its ideas for a "positive incen1:ive'"
based program; and its costs in relation to the taSKS proposed.
RecOmmendation
Staff recommends that the Policy and Services Co~~ittee approve
Uribe' Associates as the consultant to assist the. City in the
Vehicle Service Facility Pollution Prevention Proqrchrl.
