Members of the Council: Report in Brief 4 This report requests the Council 1) approve the non-resident artist rent, and 2J adopt the amendment to the Palo Alto Municipal Code (PAMC) authorizing the city Manager to execute all Cubberley leases up to five years in duration. Background; On october 15, 1991 Council approved staff's recommendation for a general lease plan at the CUbberley site, with two €}(ceptions. Non-Resident Artist Rate Staff reviewed the Municipal Fee Schedule and determined that the average differential bet~een resident and non-resident rates is approximately 10 percent. Staff consequently proposes the same differential for non-resident artists. This rate would mean a non­ resident leasing 510 feet of space .'Quld pay about $:20 more per month than a resident. CMR:490:91 • \ ", PMC Am.ndment Section 2.30.040 of the PAMe states that "the City Manager is authorized to lease or rent City property to third parties for terms not in excess of ODe year ..... unless otherwise directed by the city Council.- In order to modify the code section to allow the City Manager to execute all CUbberley leases up to five years in duration, the City Attorne:t proposes to modify the code as shown in the attached ordinance. Environmental ImD~ct Assessment The negative declaration prepared for the CUbberley Master Plan and adopted by the City Council on May 6, 1991 s~fficiently addresses any possible significant environmental impacts associated with this project.
