Change Order Authority
Members of the Council:
This report recommends that council increase the City Manager or
his designee'~ authority to negotiate change orders to Contract No.
C-20J0139 -:.Jith Fer::na Corporation for the Palo J>.lto Landfill Partial
Closure -Phase IIA, elP Project 45100. Funds are available in CIP
45100 -Landfill Partial Closure Project and in the 1992-9) Refuse
Fund Operating Budgct~
Background
In May 1992, council a~arded a contract to Ferrna Corpora~ion tor
the Palo Alto Landfill Partial Closure -Phase rIA, CIP Froject
45100 (CMP.:240:92). The clo~ure project involves the removal of
existing: vegetation, the placem-ent of lo·..--permeable and topsoil
cover layars, construction of perimeter drainagE control,
insta11ation of fencing, and raj sing/securing landfill
environmental control systems for landfill gas and IG3chate.
As part of the !-'hase IlA Closure, lo' ... ·-permeability soil stockpiled
on site is to be used as part of the final cover required for site
closur~. Rec~nt changes in regulatory require:-r;ents for landfill
closure have resulted in the need to screen the material to remove
the 1arger aggregate in the soil to meet more rigorous testing and
placement requirements. The screening operation has redv_ced the
volume of low permeability soil available on site for completion of
the Closure Proje~t. In order to complete the project, additional
low-permeabil ity soi 1 -will need to be imported to the larldf ill.
Fenna Corporation has identified material available at another of
their construction sites that -will meet or exceed the regulatory
reguiremer.ts.
The exact amount of material needed cannot be determined at this
time, as screening and cover placement operations ~re using the on
site stockpiles. It is estimated, ho~ever, that ~p to 17 1 500 tons

cost ot $168,000.
