¥.embers of t-he council:
The purpose of this report is to inform Council of a pro~sal by
the san Mateo county TranGit District (Samtrans) to initiate
limited, direct bus service to St. Elizabeth Seton School to meet
tha needs of school students who reside in East Palo Alto.
This is an informational re~rt; no council action is requested~
eACKGRQUND
Last winter, Samtrans received a petition from St4 Elizabeth Seton
School, which is locate~ at 1095 Channing Avenue, requesting direct
bus service from East Palo Alto to serve approximately 20 students
who attena the school. The students currently ride Samtrans buses
that operate along University Avenue (Lines 50V and SOC), but must
'Walk. several :blocks from the bus stop on Univer5ity to the schooL
In response to the school's request, Samtrans has proposed
deviatinq one Line SOC bus in the morning (at 7:45 a.m.) ar=d
afternoon (at 3: 05 p. m.) via Center, Channing, and Lincoln on
school days only. in order to drop students off directly in front
of St~ Elizabeth Seton (refer to attached letter dated september
19th). Currently, there are no bus routes on Center or Lincoln;
Santa Clara County Transit operates Line 86 on Channing, but does
not maintain a bus stop at the school~
Staff reviewed this proposal last spring, at which time we
requested that Samtrans first notify all residents on Center and
Lincoln {approximately 95 households) of the proposed rerouting,
ana: then advise the City of the nature of the public response.
Samtrans received 32 responses to the neighborhood survey: 19
responses from Lincoln residents, 12 of which were favorable. and
14 r$sponses from Center residents, which were evenly split.

STATUS
Sa~trans believes the~e is sufficient support to move forward ~ith
the limited service to the school and has requested permiesion to
implement the service~ Samtrans statf view this rerouting in very
na:,:rOr terms., to meet the specific am! ljmited needs of St.
Elizabeth Seton School. Samtrans has no other plans for expanded
Ly. service in Palo Alto. City staff concurs that this is a unique
request for service that is more akin to a new school bus route,
and in no way considers this plan as a precedent for establishing
any other new transit service in the neighborhood. Sant.a Clara
County Transit. has been advised of the proposed service to the
school, and has no objections to the route change.
Unless directed otherwise by council, staff will authorize the
installation or a bus stop at st. Elizabeth Seton School and the

Dear Mr. A9g~rual,
Samtrans has received a petition from St. El~zbeth seton
School requesting that we provide service directly to their
school from East Palo Alto. In order to do this, 'We 'WouJ.d
deviate our route SOC that currently runs along University
over to Channing Ave. in ~ront of the school. However, in
order to do this, we would traverse two streets that
c~rrently hav£ no bus routes on them. These streets are
Center and Lincoln. service would consist of once in the
morninq and once in the afternoon on school days only.
If 'We do not hear from you by March 1, 1991, we will a5su~e
the City of Palo Alto has no objections. I can be reached

I am writtng in order to infc~ you of the progress we have
made ccncerninq the proposed deviation of the SamTrans route
SOC to serve St. Elizabeth seton School.
Surveys were sent to every home along' Cel'l,ter Drive and
Lincoln Avenue, between university and Channing. Of the
Eighteen {is} surveys received from residents, twelve (12}
approved of the route change and six (6) did not. Of the
fourteen (14J surveys received from residents of Center
Drive, seven (7J ~pproved, while seven (7) did not.
The SamTrans Service Planning Commission has reviewed the
proposed route chanqe and believes th~~ thera are enough
approvinq surveys to go ahead with the route change.
SamTrans would like to ~sk the City of Palo Alto tor final
approval ot the route change. I have enclosed a copy of the
SOC route map with the deviation and the new route stop
drawn in red. If you feel that there are any other
