On September 9, 1991, Council gave staff several directives
regarding operation of the skateboard facility at Greer Park. The
purpose of this report is to l.1pdate council as to the progress
made toward accomplishnent of those directives. No Council action
is required.
Di.scussion
staff has made progress to~ard the following di~ectives:
1) Substantially reduce the hours of operation at the skateboard
facility during school hours:
Previously, the bo~l was in operation ~aily from 8:00 a.m. to
8:00 p.m. The bo~l hou~$ have been reduc~d and the facility
curr~ntly is operated daily from 8:00 a.m. to 5:00 p.m~ upon
installation of fencing around the facility, the hours 'Will be
further reduced to 1:00 to 5:00 p.m. Monday through Friday,
and 8:00 a.m. to 5:0-0 p.m. on 'Weekends. The fencing should be
completed by Octooer 25, 1991.
2) Increase hours for younger and less proficient skaters:
previously, the bOw'1 \lias reserved fer skaters age 14 and under
on Saturdays (rom 8:00 a.m. to noon. Tho~e hours have been
expanded to saturdays and Sundays, 8:00 a.m. to 1:00 p_~.
J) Reduce the nunber cf skaters in the bo~l at anyone time:
Previously, the number of skaters ... as informally li:mited to
twelve at any giY~n ti~e. That number is no~ limited to no
more than seven at one time.
4} Install adequate fencing:
A six toot fence~ IMith b".'o feet of slant fencing at the top,
~ill be in place by October 25. This fencing is consistent

The contract night security staff services \o,Ii11 be cancelled
immediately upon completion of the security fence.
Council also reqt.lested the following actions:
l' Su!:'vey public and private facilities~ noting fees, safety
concerns, insurance and sec~rity.
2) Explore the possibiity of charging nonresident user fees.
3) Imple~ent use of \o,Iaivers of liabilitY4
4) Revie ... facility design and recommend possible design changes.
5) Continue to:. explore the possibility of changes in legislation
to clarify and fUrther assure publi::: ent i ty immunity from
liability for injuries incurred at publicly o\r,lned skateboard
facilities.
Staff ~~rrently is \o,Iorking to respond to these directives and ~ill
report back to Council in early Dec~!r.ber on progress toward
aCCOMplishment of all directives. Staff is also pl.irsuing the
possibility of contracting ~ith a private concessionaire to
operate the facility. One interested party, Andy Shute, has
addressed the Council expressing interest in such an arrangement.
Preliminary discussions between st.aff and Mr~ Shute have indicated
that he is not prepared to take on th~ operation of the skateboard
facility and all its complexities at this time. Staff 'Will,
ho~ever~ continue discussions.
