" i -] I i I I 1 I I I i . , , october l7, 1991 HONORABLE CITY COUNCIL Palo Alto, California Updatlf! on Prooosed changes in sa;,ta Clara county Transit Bus Service Members of the Council: The purpose of this ~~port is to advise Council on the status of the. proposed changes in Santa Clara COUt'1ty Transit District (SCCTD) bus service and to identify the discrepancies between county Transit's revised proposals and the Council's recommendations to the SOCTD on this subject. This is an informational report: no Council action is ~equested at this time. STATUS S~nce ~ouncil reviewed the County Transit bus route proposals on Septembc~ 9 (CMR:414:91), SCCTD staff concluded a series of five commun:ty meetings to solicit comments from the public, transit riders, and local jurisdictions. Tha two meetings in Palo Alto were attended by over 60 individuals. The primary opposition to changes in local bus service carne from three groups: patients and staff at the VA Hospital Blind Rehabilitation unit who objected to the elimination of weekend service on Line 88, residents of Stevenson House who were concerned about reduced weekend service on Lines 84 and 88 to the senior housing facility, and transit riders employed in Menlo Park who commute to work on Line 35M. Following the public comment forums, county Transit staff revised their proposals pursuant to the comments they received from the public, transit rlders, and local jurisdictions. The revised proposals are described in the attached letter of September 16 (Attachment 2) from County Transit. Line 24 serviGe to the California Avenue CalTrain Station, and commute service to stanford Research Park on Lines 104 and 304. On ~edne5day, october 9~ the Transportation Commission considered the modified bus service plan. After extensive discussion, the Commission vot.ed to recommend to the Transit District Board of supervisors t.hat (1) service cutback reconunendations from the Transportation Agency staff be rejected~ and (2) the funds needed to acco~odate the budqet r~duction of 5.~ percent oe octaincd by alternate means. The Transit District Board of Supervisors ~il1 con~ider the county Transit staff ,alnd Transpo.ctation corunissicn recommendations at their meeting on Tuesday, OCtober 22. Staff will transmit a letter and the attached table to the Transit eoard of supervisors reit~ratinq the Council's positions. The largest component of this eost containment activity i& approximately a 5\ reduction of bus service which is targeted for implementation in January 1992. The District h3S developed a number of proposed bus service cl:langes that are nlli!"eded to achieve this 51; reduction in service. The overall goal throllghout thi s process has been to focus on reductions in service that will impact the fewest number ~f passengers. The proposed ~hanges were pr~sented to the public at five (5) community meeti~gs. District staff was present at these meetings to present the proposals~ and most importantly, to solicit ~omments and concerns. Based on input from the community, riding public and local jurisdiction5, District staff ha~ d~veloped & modified proposal that will be presented for approval in September/October 1991~ The attachment, "Revisions to proposal~·~ provIdes an overview of modifications that Distriet staff has made to its original propos~ls. If an it~m is not listed on the attachment, t~e District is recommending to implement the item ~~ originally described in the enclosed brochure~ It has been a difficult task fo~ District staff to address a number of concerns raised by the public regarding the proposals and still accomplish the major objective of implementing a 5\ service reduction. As ~ould be expected, changes of this magnitude can be very controversial and evoke numerous objections. The majority of the negative comments received regarding the proposals ~ere from individuals stating hov they personally would be iropacted by a proposed change. In some cas~s, staff has needed to be firm in supporting certain asp~cts of the package of recommendations. The bs t weekday trip in each direction, 7:18 p.m. clockwise and 7:35 p.m. counte~cloekwise, would be deleted; midday service would be ~odifi~d to operate every 45 Binutes from the current 30 minute schedule; and weekend service would be discontinued. Line 104 -The last evening trip departing the Palo Alto Vete~ans Hospital at 5:51 p.m. would be discontinued. Ihe morni~g and afternoon devietion into MoffettJ~£s would also be eliminated. Line 117 -The morning trip departing Casden' Branham at 6:50 a.m.~ and the corresponding evening trip d~¥arting the NASA/AMES Research Center at 4:45 p.D., are proposed to be discontinued. Line 126 _ This line is p~oposed for deletion. The service is duplicated by local transit services resulting in loy patronage. Leave headvays at 30 minutes durir.g midday peliod. Rp.sourc~s are needed to fund other revisions t~ original prcposl!.l. Retain routing betveen Tamien LRT station and COQd Samaritan Hospital for connection ~lth future CalTrai~ extension.
