The current agreement expires on A~gust 31, 1992~ While steff is currently in the process of negotiating with another vendor for citation processing services} delays in negotia­ tions have been encountered~ In o~d~r to continue processinq cita­ tions until the negotiations are finalized, an amendment to the current agreement extending the term a~d increasi~g the authurized expenditure amount is required. B.ac:Jtground In August 1990, tha Council approved a two-year agreement ~ith West Computil Corporation for parking citation processing, That agreement, in the amount of $79,500, expires on August 31, 1992. Substarltial problems -.ith west computil including service irregu­ larities, theft and cash handling problems have been experienced. As a result, Finance staff relieved West computil of cash handling aspects associate.d 'Wjth parking citations. Addition.3lly, a reque.st for proposal was sent to other companies in efforts to obt~in the services ot another vendor. After a review of the proposals received, staff has identitie:d a new vendor.. Negotiations with. that vendor have been in progress for tne last several weeks. While negotiations are nearing completion, a delay in finali~ing the few remaining issues 'Was encountered last week. staff is co11fident these issu.es will oe resolved within the. next seve.ral weeks. In order for the processing of parkinq citations to continue during these negotiations and until Such time staff is aole to submit a new agreement to Cou~cil for approval, an amendment to the current agreement witb west computil is required. The amendment~ for a period of not less than 30 and not more than 60 days, will allow for the uninterrupted processing of citations during this time. CMR:384:92 L ..
