provide park ranger services for Rinconada and Hitchell Par}~s.
Funds have been appropriated in the Com~l.ln i t:y services, Recreat ion,
Open Space and Sciences Fiscal Year 1992-93 operating budget.
Backgroun..Q
Since 19B3~ the City has contr:::c'ted ..... 'ith ClYi for ranger services to
supplement Open space and sciences' ranger staff working in the
Baylands.
City park rangers began patrolling downto .... 'n p~rks and administering

~e qoal of this addendum to the Scope of work of the park ranger
services contract is to supplem~nt the Scope of Work under Exhibit
A and d~al vith the problems of ove~se and inappropriate behavior
in Mitchell and Rinconada parks.
The City' 5 project Manager for the services undar this addel"l.dwr.. to
Exhibit A shall be the senior ranger assigne~ to the Baylands, or
his desiqnee.
Objectives
By proviaing the services ,listed below ·the fcllowinq shall be
achieved:
l} Portable barbec1.Jes shall net be allowed in Mitchell and
Rinconada parks when patrolled by the Contractor.
2) Noise levels sr.all be kept to ~ ~inimum and noise ordinances
specified in the Palo Alto Municipal Code shall be adhered to
by the visitors to Mitchell and Rinconada parks~
3) Dogs shall be leashed at all times in Mitchell and Rinconada
parks when patrolled by the Contractors.
4) Garbage cans shall be regularly eJ!tptied and lOOl;;e garbage
shall be picked up by the Cor-tractor from Mitchell and
Rinconada park grounds, adjacent streets and school yards.
5) Restrooms shall :be regularly cleaned by the Contractor at
Kitchell and Rinconada parks.

HOurs o~ service
The hours stated below may be altered at the discretion of the
City's Project Manager.
The eight (8) hour shifts -will include a (half) lj'2 hour lunch not
paid to= by the City. The ranger may take two ('2) fifteen minute
breaks that will be paid by the City.
The four (4J hour shifts ~ill include a 15 minute break that ~ill
be paid for by the City.

policing the walter Hayes Scnool grounds and the park. for
garbage~ Enforcement will be do~e on an as needed basis.

Supervision
Contractor shall provide a supe~isor who shall oversee the
Contractors' implementation,of this addendum to the Scope of Work
of the. Contract.
The Contractor's supervisor shall do ~ality checks at least t~ice
a month and shall be responsive to requests from the city's Project
Man~ger~
§nanish speaking Personn,l
Contract~r shall aggressively seek to hire bi-lingual (English and
Spanish speaking) p*:"!rsonnel. Whenever possible such personnel shall
be assigned to work in Rinconada Park~
UnifOrms
Contractor shall ensure that all personnel working in Mitchell and
Rinconada Parks shall appear in full uniform~ ... The following
specifications (in addition to those listed in the main contract)
apply to the unifo~,
1) Personnel mU5t wear a ba~ge indicating the name of the
contractors' co~pany~
2) Personnel must wear a name tag that states the person's first
and last name, or last name and first initial.
3} Personnel must wear a belt that is suitable .for carrying a
radio.
4} Personnel must wear leather hoots while involved with garbage
collection activities,
5) Personnel may wear short pants I in the same color as the regular
uniform pants, at their discretion. The inseam must between 3~

Services

The contractor Qhall provide the following law enforcement related
services:
1} ~i90rously enforce the provlslons of the Palo Alto M~nicipal
Code dealing with parks, specifically those sections dealing
with portable barbecues, dog! off leash, noise and the reserved
use cf picnic tabl~s. This is the main function of this addendum
to the scope of work of the Contract.
2) Provide such enforc~ent in an educational manner "Whenever
possible, consister,t 'With the park rangers t method.
3) provide visible patrol to all areas assigned and to positively
search for violators~
4) Deal with minor violations in a safe manner whenever possible,
but to call for Citys I ranger;:; or police assistance "whenever
l')<I!.cessary~
Re5~ryation System
l} All of the Contractor's staff shall familiarize themselVes 'With
the system £or reserving individual picnic tables, group areas
and o~~er park facilities.
2) Contractor shall assist in the implementation and enforcement of
the City's reservation system as directed by the Project
Manager.
Radio Use
Contractors· personnel ",ill carry the provided rad.io at all times
and will follow the procedures dictated by the City.

Maintenance and Cleaning
1) The Contractor shall empty garpage cans and collec.t litter as
directed by the city's Project Manager at Hitch~.ll and Rinconada
parks.
2) The Contractor shall at all times ensure that, for sa~ety, two
staff lift garbage cans 'When Contractor's sta.ff are involved
with garbage collection duties.
3) The contractor shall open restrooms as directed by the P~oject
Manager.
4) The Contractor's staff shall check the restrooms on an hourly
basis and shall clear, ti"' .. e facilities to the standards set by the
cityfs project Manager. Such clearings sha)l incluQe removal of
paper and other debris from the floors, the wiping down of sinks
and other equipment and the restOCKing of toilet paper, sanitary
napkin bags and paper towels.
The Contractor shall log such cleanings on forms that they
provide. At a minimum the Contract shall log the time and name
of the person doinq the cleaning.
5) The contractor shall report all sa~ety hazards and maintenance
needs to the City's Park~ Department on the day that the hazard
or problem is observed.
EO) The Contractor shall replace signs and do other maintenance
tasks as direct.e":::' by t.he Ci ty' s Proj ect Manager.
2illing and Charges
The ContrOlctor shall bill t.~e City under the same terms as
specified in the Contract and under Exhibit A. The bill will show
the charqes tor services in Mitchell and Rinconada parks as a
separate line item.
The following reflects the total costs for the contract including
the services under this addendum to Exhibit A.

The City shall provi~e the Contractor with a separate t~o ~ay radio
for both Mitcnell and Rinconada par~s. The conditions for the usa
and maintenance of these radios shall be the S~e as those stated
under Exhibit A to this contract.
Garbage Collection
The city shall provide dumpsters and garbage cans in Mitchell and
Rinconada parks and shall arrange for timely removal of garbage
from the dumpsters.
Japitorial Supplies
The' City Shall provide toilet pape:, paper to'Wels and sanitary
napkin bags to the Contractor.
The City will provide all siqr.age for Mitchell and Rineor-ada parks~
The City shall provide the Contractor -with such keys as o.re
necessary to eccess facilities connected with this ccntract.
