This report recommends that Council award a contract to D.W. Young
Construction Company, Inc. in the amount of $1/46~,407. 75 fo!'
cor.struction of the Everett Avenue/Harthorr.e Avenue storm drain
l.mprove.ments and approve Amendment No. 1 to Consultant }o~greement
No.. C2020749 with Cli2M Hill California, Inc., in the am.ount of
$35,590 for construction admini~tration services on trie. storm drain
project. Funds have been appropriated in elP 47702. Collection
System Improvements.

In September 1991, Council approved an agree~ent with CH2M Hill
California, Inc. for the d.esign of the Everett Avenue Storm. Drain
Improvements and a pilot-scale project to divert storrnwater to the
sanitary sewer in an area of the City ~ith a high level of urban
storm ..... -ater contaminants (CMR: 407: 91).-The agreelllent included a
pr-oyisicn for ad.ding 9'onstruction administration services at a
l~ter date. Early in the design stage, it ~as determined tr.at a
portion of the new pipeline would need to be placed on Hawthorne
Avenue due to underqroun':l utility conflict;!; on E'w'erett Avenue.
Staff held e. public -mee.ting in Karch 1992 to receive. col!lltl.ents from
the cO:m:I!lunity regarding the project. The meeting attendees
expressed concerns about the potential tor noise f dust, increased
traffic on neighborhood streets, and restricted access to
driveways. Provisions have been included in the project
specifications to control noi.se~ dust, and traffic impacts, Access
to dr-ive~ays will be limited during ~orking hours r but in order to
reduce the impacts to the nei':lhborhood, construction 'Will be
restricted to a single block at anyone t.ime. Access to all
driveways will be resto!"'ed at. 'the end of each ,-,crking da.y. Staff
will schedule another corr~unity meeting during the first ~eek of
construction to ans'Wer any specific questions frotI" the public
regard.ing the project l and the contractor will distribute
individual notices to resioents/b~sinesses prior to the start of
~orK in front of their prcperty.

~SSiOD of Cgnstruction Contract
Bids yer~ received f~o~ six qualified contractors, as shown en the
attached summary (Attachm~nt A). Staff recommends that the bid of
$1,469,407.75 (including add alternates 1 through 4), submitted by
D.W. zoung Construction company. Inc., be determined by Council to
be the lowest responsihle bi~ and that the contract (Attachment B)
be awarded accordingly. This bid is 29 percen~ below the
engineer's estimate of $2,069.435.
The scope. of work fnr the cor:tract includes the construction of
approximately 6800 feet of storm drain (ranging from 12 inches to
54 inches in diameter) from the intersection of University
Avenu~/Ramona St~eet to an outfall into San Fra~clsqui~o Creek at
the end of Everett Avenue. Th~ ~ork also includes construction of
martholes~ catch basins, curb and gutter, curb ra~ps for the
disabled, pavemant restoration, and a rock-filled gab ion outfall
structure. The installation of the outfall structure will require
the removal of some creekside vegetation, including five small cak
tr.ees. A revegetation plan ha~ been pr~pared by the ~ity Arborist
and approved by Planning Division staff as a minor A..tu3 project.
Add Alternate 3 includes the installation of a structure to divert
low flows of stormwater from the Alma Street/Channing Avenue area
into the. sanitarjo' se'Wer as a pilot program. Th!'s ... -ill reduce
nonpoint sourC2 pollution, because the diverted stormwater will be
treated at the water Quality Control Plant ratr,er than released
into the Bay. The Plant has the capacity to Leceive this added
floW'.
A 20 percent, rather than the usual 15 percent, constructior.
contingency is being requested due to the complex nature of this
project~ The 'Work involves trench excavati·::m in excess of 10 feet
deep in an older secticm of the ci'cy, and the!'e is a high
probability that the contractor will encounter underground
utilities and other obstructions that are not shown on the City's
record arawings. Due to these uncertainties, change order costs
for the project may be higher than usual.
Disgussion of AmenQm§.i'1t to Consult~.nt Agreement
Attac:t-...ment C is an amendment to the agreem.ent. .... ith CH2M Hill
California, Inc. in the amount of $35,500 fer construction
administration services. Services to be provioed include revie~ of
contractor sub~ittals; attendance at pre-bid, pre-constructio~, and
weekly project meetings with the contractor; o.ssistance with rel/iew
of construction change orders; and preparation of record drawings.
p~oject inspection, surveying, and material testing will be
provided by eXisting staff or through contract help. Funds have
been budgeted in the project for ~hese services.
~ronmental Assessment
The project wi 11 have no sigai ficant environmental effect for
purposes of the california Environmental Quali~y Actj as shown in
the proposed negative declaration prepared for the project and
attached to this report as Attachment D~

2. Approve and authorize the Mayor to execut~ the attached
contract 'With D.W. 'iounq Construction C O::Jlp any , Inc. in the
amount of $1,469,407.75 for the Everett .'venuejHa....-thorne
Avenu.e Storm Drain Improvement Project.
3. Authorize the City Manager or his designee to negotiate and
execute one or more char.ge orders to the contract ~ith D.W.
Young Construction Company, Inc., the total value of -Which
change orders shall not exceed $290 1 000.
4. Approve and authorize the ¥.ayor to execute Am~ndrnent No. 1 to

As stated under Section 1, [arth, the new storm system was desigl'1€d using
full now conditions of a 10 year storm for both the outfall pipe and the
channe1. Based 011 this design criteria, the new' stor~ drain system will
have a capacity of 72 cubic feet per second (cfs), and will be able to
contain all runoff. The new drainage system will ser~e the same watershed
thus not adding a substantial amount to the EX1"st'in.g (reek flO'o'I"L
~ith the construction cf t~e ne~ drainage system, the water runoff will b~
able tD reach a collection point sooner, eliminat1ng the flooding and
surcharging potentials causing less potential for street flooding.
Plant life la) 1he new storm dra~n 1 j~e 2nd nutfall structure haVE been
located in such i manner as to minimize the impact on eli sting vegetation
and trees. It is estimated that a total of 6 you~g oak trees, ~jtM
diameters of 5 inches, 6 inches, 7 inches, 8 inches (2). 2nd 12 inches.

revegetation plan to restore riparian vegetation i~ the constructl0D area
