This report is a supple~ent to CMR 318~92 and requests that Council
approve the Arastradero Creek Aoce.ss Road Improvements Proje.ct
Plons and reject all bids received for the project GD April 14,
199~. The low bidder, R. J. Braqato, Inc., has withdrawn its bid
for the project.
This project was presented to Council May 11 and rete~red to ~~e
Policy and Servic~s Committee meeting of July 7, because of Co~ncil
concerns regarding the need for a minor sita and design review of
~"1'!! project arA related envirorunental assessment. The EIA and
project ",ere reviewed and approved by the Policy and Services
cOlfoDlittee on Ju.ly 7 .. The Archltectu.ral.. Review ~ard reviewed the
project and EIA on August 64
The Policy and Services committee directed staff to bring to
Council comparative inforDation sho~inq the cost of constructing a
qravel road without 0& chip seal or asphalt surface.. For the
purpose of clarification, the project plans 'Were rev.is.ed to reflect
comments from the Folicy and Services Committee, 'Which included
elimination of both the asphalt and chip seal surfaces. The road
wi~th vas reduced to 10 feet along all aligr~ents. The cost for
constructing the road in this manner is shown on the attached bid
summary titled "Gravel Surface Only-; this information is based on
the bias originally received in April. The project as initially
desiqned would have cost $168,000.00. The project with 6 chip seal
surface and no asphalt ha~ an estimate.d. cos.t of $118 J OOO.00. T-he.
gravel road may have a cost of $96,000.00 plUE any change orders.
These costs are based on the bid by R. J. Braqato. The price to
construct t.."l.e gravel surfa,:::e access road may increase 'When the
project i& put out to bid again .

Project Description
Statf has revie .... ed the commer.ts of the Policy and services
COllU'G.itte.e. and ha.s altered tone design~ The proposed maintenance
pr-oject is approximately one and one-half miles long and vill
include the following: taintaininq the access at 10 teet,
compacting a subbase and installing 6 inches of base course. Road
geometric design, pipes, culverts and d~op inlets will be used to
drain and prevent erosion ~hile ~aintaining, as closely ~3
possible, the surrounding environment in its S!xistir.g natural
condition4 The chip seal coating ove;J:'" base rock was removed from
the design4
ConstructiQn and Maintenance
'the 2" asphalt OYer lay on the base 'Would provide the best all
weather surface access with ~ minimum of maintenance for the first
10-12 years~ The chip seal over the base ccurse would provide an
all weather surface also, but more maintenance activity on the
access road would b~ requi~ed than with the asphalt overlaY4 A chip
seal would require maintenanc~ after 5-7 years. The acces~ road
with only a gravel s~rface will require the access to be shaped and
qraded avery other year. However~ the gravel surfaca is
aesthetically pleasin9 to the: envircnment and~ upon
reconsideration, therefore is recomoenaed~
Environmental AsseSsment
An environmental assessment has been prepared and recommends a
findinq of no siqnificant environmental ~mpact.
The access road should he built in a planned organized ma~~er while
there is tiJll.e tv carefully cQn'st.ruct the road from. engineered
plans. It an emergency failure of the existing utilities occurs
before the acce5S is conetructed and equipment has to be brought to
the site, the utility ~fould be exempt from all CEQA requirements
and-could construct a"'.rl emergency access to the f('\ilure site4 If
the proj~ct is app~oved by Council, construction crews will be able
to carefully construct t.he access road by building a planned road
in ideal conditions during septen~er and October.
Big Eya 1uation
The initial proj ect was sent out for competitive bid~ Bids were
received from ten qualified bidders on April 14 r 1992, as indicated
on the bid summary attached to CKR 246:924 The bids ranged from a
lov of $168 /000.00 to a high of $302,114.00. The utility
Er.gineer's estimate is $248,089.44.
The lowest responsible bidder, Raymond J. Bragato. lnc., has
withdrawn his bid.
